The Federal Bureau of Prisons at Big Spring FCI is seeking small business suppliers for a wide range of food and subsistence products for the 4th quarter of FY26. - Government Buyer: - Federal Bureau of Prisons, Big Spring Federal Correctional Institution (FCI) - Products Requested: - Bulk butter (360 cases) and butter reddies (133,975 units) - Cheddar cheese (20 lbs) and mozzarella cheese (800 lbs) - Dry pinto beans (2,500 lbs), ground coffee (200 lbs), Cajun seasoning (200 lbs), chili powder (500 lbs), taco seasoning (500 lbs), garlic powder (600 lbs), onion powder (600 lbs), paprika (200 lbs) - Canned vegetables: carrots, corn, green beans, peas, mixed vegetables, spinach, tomatoes (crushed and paste), all in 6-#10 cans (56 units each) - Cereal (oatmeal, 2,500 lbs), non-fat dry milk (2,500 lbs), rice (2,500 lbs), pasta (spaghetti, 1,000 lbs) - Salad dressings: Caesar (50 gallons), mayonnaise (300 gallons), ranch (40 gallons) - Assorted jelly (200,000 x 10g portions), lime juice (200 quarts) - Soup bases: beef (50 lbs) and chicken (200 lbs), low sodium - Taco shells (1,400 x 2 each), tortilla chips (36 lbs), flour tortillas (13,000 x 10"), corn tortillas (617 each) - Quantities range from 20 lbs to 200,000 individual portions depending on the item - All products must meet detailed federal specifications (e.g., USDA grades, Commercial Item Descriptions) - Delivery is required to the FCI Big Spring warehouse in Texas - No specific OEMs or brand names are mandated; products must comply with federal food standards - The contract is firm-fixed price and will be awarded based on best value (price, past performance, technical acceptability) - Opportunity is set aside for small businesses under NAICS 311991 (Perishable Prepared Food Manufacturing)

Combined Synopsis Solicitation, FCI Big Spring, FY26 4th Quarter Food Bid - SUBSISTENCE Solicitation Number: 15B50326Q00010 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. General Information The Federal Bureau of Prisons, Federal Correctional Institution Big Spring, Texas, intends to issue solicitation 15B50326Q00010, for the requirements of: subsistence and related items. This solicitation is restricted to 100% Small Business, FOB Destination. Please ensure that you only bid on items that you can and will provide meeting the provided specifications. If you cannot provide items that you were awarded, performance will be affected and may affect future awards. The contract type is a firm-fixed price. The North American Industrial Classification System (NAICS) code applicable to this requirement is 311991. This solicitation is restricted to 100% Small Business, FOB Destination. The small business size standard is 500 employees. Faith-Based and Community-Based Organizations have the right to submit offers/quotes equally with other organizations for contracts for which they are eligible. Submission of Quotations Completed quotes may be submitted through electronic commerce and e-mailed to rstallings@bop.gov All responsible sources must submit a typed quote on the attached specification sheet which will be considered for award. Quoted rates shall be submitted for the “Job”, in which one price must be provided for all parts as per the specifications, including delivery FOB Destination. The date for receipts of quotes is no later than 2:00pm Central Standard time on Wednesday, June 3, 2026. Quotes must be marked with the solicitation number (15B50326Q00010) and include a point of contact, contact information (email and phone number), UEI for SAM, and insert price per unit and total of items bidding on, to the attention of Renea Stallings, Procurement and Property Specialist. Award The Government reserves the right to make a single award, or multiple awards to the responsible quoter(s) whose quote, conforming to the solicitation, is considered to be most advantageous to the Government, with price being considered. Past performance will be considered approximately equal in value to price. The Best Value Determination method will be used to make award for this requirement. FAR defines “Best value” as the expected outcome of an acquisition that, in the Government’s estimation, provides the greatest overall benefit in response to the requirement. Please include shipping in all pricing Considerations for this best value determination include 1 – Price; 2 - Past Performance to include timeliness of delivery, providing correct product as specified, completing order as awarded/quoted, quality of items provided, and providing the correct quantity of items awarded, as well as FAPIIS and PPIRS reports; (poor past performance, failure to deliver awarded items in the past, not meeting required specifications, etc.), may result with the vendors quotes being considered as a non-responsible vendor. 3 - Technically Acceptable Item.
