The U.S. Air Force, through the Air Education and Training Command at Vance Air Force Base, is seeking contractors for a project to upgrade and repair underground electrical distribution near Facility 293 at Vance AFB, Enid, Oklahoma. - Government Buyer: - U.S. Air Force, Air Education and Training Command (AETC), 71st Flying Training Wing, Civil Engineering Design Branch at Vance Air Force Base - Products and Services Requested: - Installation of one 15kV class pad-mounted distribution switch (manual, load-interrupting, 3-phase, 4-wire, 600A, 12.5kA fault interrupter) - Installation of two 15kV class pad-mounted sectionalizing cabinets (600A, dead-break junctions, separable insulated connectors) - Construction of approximately 1300 linear feet of underground duct bank (HDPE conduit, suitable for directional drilling) - Installation of 1300 linear feet of 15kV-rated medium voltage cable (single-conductor, shielded, EPR insulation, copper conductors, PVC jacket, copper tape shield) - Directional drilling for conduit installation, cable pulling, splicing, terminations, grounding, and bonding - All incidental work per project drawings and specifications - Unique or Notable Requirements: - Compliance with U.S. Department of Labor wage determinations - Extended quote validity period of 180 days - Mandatory use of provided bid and Q&A forms - Vendors must be registered and active in SAM at time of quote submission - Safety, environmental, quality control, and construction waste management plans required - Testing and acceptance procedures before energizing equipment - Access to Vance AFB for site visits requires proper identification and compliance with base regulations - No specific OEMs or part numbers are specified; equipment must meet IEEE and NEMA standards
Description
This is a combined synopsis/solicitation for commercial items prepared in acordance with the format in FAR Subpart 12.6 and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
It is the sole responsibility of all offerors to frequently check this posting on SAM.gov for any amendments, updated attachments, or changes to this solicitation. Failure to acknowledge and comply with posted amendments may result in a quote being deemed non-responsive.
ASRC Federal Gulf State Contructors, LLC (Prime Contractor) for the Government intends to award a Firm-Fixed-Price contract to replace the medium-voltage pad-mounted switch near Facility 293 at Vance Air Force Base, Enid OK. The work included installation of one 15kV class pad-mounted switch, installation of pad-mounted sectionalizing cabinets, construction of duct bank (approx. 1300 LF), installation of medium-voltage cable, tie-ins to existing infrastructure, terminations, directional drilling, and all incidental work in accordance with the project drawings and specifications. All requirements for this project are listed in the attached Statement of Work (SOW).
Funding Notice:
In accordance with FAR 52.232-18, Availability of Funds, funds are not presently available for this requirement. No award will be made until funds are available. AFGSC and/or the Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of proposals. In the event AFGSC or Government cancels this solicitation, AFGSC nor the Government has no obligation to reimburse any offeror for any costs.
Quote Validity:
Quotes must remain valid for 180 days after the solicitation close date of June 30, 2026. This extended timeframe will provide the government with the strongest opportunity to secure the necessary funding and ensure continuity in the procurement process.
Offers providing less that 180 calendar days for solicitation will not be considered or accepted.
Bid Requirements:
A bid form is attached and will need to be completed and emailed to Betty Kliewer; betty.kliewer.ctr@us.af.mil no later than June 30, 2026 at 11:00 AM CST. No offers will be considered or excepted after the dead line.
Site Visit and Arrival Instructions:
A site visit is scheduled for June 9, 2026 at 10:00 AM CST. Offerors are strongly encouraged to attend but not mandatory, a list of attendees is recommened at least 48 hours prior to visit and email to:

All attendees must report to the Visitor Center, Building F72, which is the first building on the right after entering through the first gate thirty minitues prior to be sponsored on.
A base-provided bus will be provided to transport all visitors to the project site and riding the bus is encouraged.
If you choose not to ride the bus, you must provide • Current vehicle registration, and • Current vehicle insurance.
Identification Requirements
You MUST have one of the following forms of ID:
• REAL ID-compliant driver's license
• U.S. Passort
Non-U.S. citizens MUST bring: Passport, and visa, work permit, or I-94 documentation.
Failure to provide proper identification will result in denial of base access.
All attendees must comply with all Vance AFB rules and regulations while on base.

A Question and Answer (Q&A) Form is attached to this solicitation, All vendor questions must be submitted using the form only. Questions submitted in any other format will not be accepted.

The deadline for submitting questions is June 22, 2026 at the close of business.
All vendors must be registered and active in the System for Award Management (SAM) at the time of quote submission. Quotes submitted by vendors who are not active in SAM cannot be considered for award.
