The Rhode Island Army National Guard 56th Troop Command is procuring comprehensive billeting and subsistence services to support the Leapfest 2026 international parachute competition event. - Government Buyer: - U.S. Army, National Guard Bureau, Rhode Island Army National Guard 56th Troop Command - Contracting office: W7NY USPFO ACTIVITY RI ARNG - OEMs and Vendors: - University of Rhode Island (sole source provider for lodging and meals) - Products/Services Requested: - Lodging for approximately 1,630 bed-nights across multiple participant categories (support personnel, early competitors, US competitors) - Meals including 1,062 dinners and 884 breakfasts, with cafeteria and bagged options, and extended dining hours on select dates - Linen charges and administrative fees - Additional dining hall service hours for late dinners on specified dates - Unique or Notable Requirements: - Sole source procurement to the University of Rhode Island, the only facility able to accommodate the group size within a 15-mile radius of event sites - Services must support shuttle transportation between event sites - Meals and lodging must be provided at government per diem rates - Specific meal service times and late dinner accommodations for training days - All services are in direct support of the Leapfest 2026 international military competition - Locations: - Primary lodging and meal services at the University of Rhode Island and Wiley Building - Event and performance sites include Quonset Airbase, Camp Fogarty, and Drop Zone in Rhode Island

Description

The Rhode Island Army National Guard (RIARNG) 56th Troop Command requires Billeting and Subsistence (Lodging and Food) for 178 individuals in support of the Leapfest 2026 Competition Event from 7/26/2026 – 8/4/2026.  Meals include breakfast and dinner.  The Government intends to award this requirement on a sole source basis in accordance with the attached justification.  In accordance with RFO 5.301(b), the pre-solicitation synopsis for this requirement is waived.  This announcement will be open for 15 days, which allows for a “reasonable opportunity to respond”, in accordance with RFO 5.201(d).

This notice is not a request for competitive quotes. All responsible sources may submit a capability statement which will be considered by the Government. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
