Parking Area Renovation and Running Path Installation at Defense Supply Center Richmond

The Defense Logistics Agency (DLA) is seeking small business contractors to renovate parking infrastructure along H Road at the Defense Supply Center Richmond (DSCR) in Richmond, VA. - Government Buyer: - Defense Logistics Agency (DLA), DCSO Richmond Division #1, DLA Installation Management Richmond - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation - Products/Services Requested: - Commercial construction services for parking renovation, including: - Removal of approximately 37,500 sq ft of pavement along H Road - Installation of a 6-foot wide pour-in-place rubber running path system (with polyurethane adhesive primer, SBR granules cushion layer, pore sealer, wear layer with EPDM granules, and white dashed centerline) - Roadway milling to a 2-inch depth, asphalt resurfacing with VDOT mix SM-9.5A, raising valve boxes, and re-striping with thermoplastic markings - Site restoration, backfilling, grading, hydroseeding, and grass re-seeding (with maintenance for at least one year) - Construction phasing and traffic management plan to maintain one-lane access - Quality control and safety management, including onsite Quality Control Manager, safety plans, daily reports, and compliance with OSHA and environmental regulations - Unique or Notable Requirements: - 100% small business set-aside - Contractor must be located within a 120-mile commutable radius of DSCR - Compliance with Department of Labor Wage Determination for Richmond, VA - Liquidated damages of $500 per day for late completion - Contractors must be registered in SAM prior to award - Strict adherence to DoD standards, environmental regulations, and security protocols - Detailed quality control, safety, and environmental compliance plans required - No work on federal holidays unless approved; weather delays considered under strict conditions - Final acceptance triggers warranty and closeout documentation requirements - All work will be performed at the DSCR facility in Richmond, Virginia

Combined Synopsis/Solicitation

Defense Supply Center Richmond (DSCR) H Road Parking Renovation

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Part 12, as supplemented with additional information included in this notice.  The solicitation number SP4703-26-R-0007 is issued as a request for proposal (RFP).  The resulting contract will be a firm-fixed price award with an expected Period of Performance of 90 days from the issuance of the contract award. This acquisition is set-aside for 100% small businesses.  The North American Industry Classification System (NAICS) Code is 237310 (Highway, Street, and Bridge Construction).  The small business size standard is $19M.  Department of Labor Wage Determination based on location of the service provided (Richmond, VA).  Partial proposals will not be accepted.   For an offer to be considered for award, the contractor must be within a commutable driving distance to the DSCR facility. The point of mobilization must be annotated on the quote, and must be a location owned by the prime contractor, not a subcontractor. A 120-mile radius from DSCR is considered the commutable radius for this project.

Award will be made to the lowest priced, technically acceptable (LPTA) offeror that meets the requirements stated in the Statement of Work and the solicitation. Also refer to clauses and provisions includes in this notice.  Past performance will be considered a part of Technical Acceptability, and the Contracting Officer will pull contractor data from CPARS and SPRS.                                                       The contractor must be registered in the System for Award Management (SAM) prior to award.  If not already registered in SAM, go to the SAM website www.sam.gov to register prior to submitting your quote.   All inquiries must be submitted no later than 7 business days prior to closing date.  Acceptable method of quote or inquiries submission is Email to nicholas.mace@dla.mil.

Site visit June 2, 2026 at 10:00am. Coordinate site access with Robert Miller at Robert.C.Miller@dla.mil at least one full week before needing installation access. Meeting point is the DSCR Building 205 unless instructed otherwise.

LIQUIDATED DAMAGES 52.211-12 Liquidated Damages-Construction.
