The City of Galveston, Texas, is seeking proposals for comprehensive Emergency Food and Lodging services to support municipal operations during emergency events such as hurricanes and severe weather. - Government Buyer: - City of Galveston, Purchasing Division - OEMs and Vendors: - No specific Original Equipment Manufacturers (OEMs) or named vendors are specified; open to qualified service providers - Products and Services Requested: - Up to 350 sleeping rooms suitable for one to two people each, charged at federal per diem rates - Meals for up to 400 people per meal (breakfast, lunch, dinner, midnight meal, and to-go meals), also at federal per diem rates - Multiple meeting rooms: - 1 backup Emergency Operations Center (EOC) for 10 people with phones, internet, tables, and chairs - 2 large meeting rooms (100-person capacity each) - 1 medium meeting room (20-person capacity) - 2 small meeting rooms (6-person capacity each) - Elevated, indoor, fully enclosed, and secure parking for 75 vehicles with at least 14ft clearance - Facility must be storm-resistant, elevated, centrally located within Galveston city limits, and equipped with emergency generator power - Unique or Notable Requirements: - Facility must be within Galveston city limits, storm-resistant, and elevated - All services must be available during emergency events, supporting both personnel and municipal equipment - Meals and lodging must be provided at prevailing federal per diem rates - Emergency power via generator(s) is mandatory - City reserves the right to award multiple agreements and encourages participation from Disadvantaged Business Enterprises (DBEs), including HUB, women, and minority-owned businesses - Contract Structure: - Initial term of three years, with two automatic one-year renewal options unless notice of non-renewal is provided - Pricing is firm for three years, with a maximum annual escalation of 4% upon extension approval
