The City of Galveston is seeking proposals for comprehensive Emergency Food and Lodging services to support municipal operations during emergencies such as hurricanes and severe weather. - Government Buyer: - City of Galveston, Department of Finance, Purchasing Division - OEMs and Vendors: - No specific Original Equipment Manufacturers (OEMs) or vendors are named in the solicitation - Products/Services Requested: - Emergency Food and Lodging services for municipal employees and equipment - Up to 350 sleeping rooms (one to two people per room) - Meals for up to 400 people per meal (breakfast, lunch, dinner, midnight meal, to-go meals) at federal per diem rates - Multiple meeting rooms: - 1 backup emergency operations center (10-person capacity, phones, internet, tables, chairs) - 2 large meeting rooms (100-person capacity each) - 1 medium meeting room (20-person capacity) - 2 small meeting rooms (6-person capacity each) - Elevated, indoor, secure parking for 75 vehicles (14ft clearance) - Facility must be storm-resistant, elevated, centrally located within Galveston city limits, and have emergency generator power - Unique or Notable Requirements: - Facility must be within Galveston city limits, storm-resistant, and elevated - All meals and lodging must be provided at prevailing federal per diem rates - Emergency power via generator(s) is mandatory - Encouragement of participation from DBE, HUB, women, and minority-owned businesses - Multiple awards may be made - Adherence to the Texas Public Information Act - Facility must provide internet and phone access in meeting rooms - Secure, elevated indoor parking for municipal vehicles

Description

The City of Galveston is soliciting sealed proposals for a contract to provide Emergency Food and Lodging services. The contract term is three years with automatic renewal for two additional one-year periods unless notice of non-renewal is given. Proposals must be submitted electronically by 10:00 a.m. on June 17, 2026. The City reserves the right to award multiple agreements and to reject any or all proposals. The solicitation encourages participation from Disadvantaged Business Enterprise (DBE), HUB, women, and minority-owned businesses.
