Sole Source Maintenance and Parts for Scare Wars Bird Deterrent System at Vandenberg SFB

This opportunity concerns the maintenance and upgrade of the Scare Wars Bird Deterrent System at Vandenberg Space Force Base (SFB): - The 30th Contracting Squadron (30 CONS PK) and Space Launch Delta 30, 30th Operations Support Squadron, are seeking a sole source procurement with Reed-Joseph International Company. - The requirement includes both regular maintenance and the supply of proprietary replacement parts for the Scare Wars BASH cannon system. - Replacement parts include 28 system controllers, 28 modems, 28 receivers, 28 12-volt batteries with wiring, and 3 handheld radios. - The procurement is justified as sole source because Reed-Joseph International is the only certified provider for both maintenance and parts for this system. - The applicable NAICS code is 811210 (Electronic and Precision Equipment Repair and Maintenance). - The project is in Phase II, initiated in 2025, to address corrosion and wear from the coastal environment and maintain flight safety by deterring wildlife near the runway. - Interested parties may submit capability statements if they can provide equivalent services or parts. - All work and deliveries are to be performed at Vandenberg Space Force Base, CA.

Description

30 OSS, Vandenberg SFB, CA intends to issue a sole source procurement action for a regular maintainence and servicing of Vandenberg's Scare Wars Radio Controlled Bird Deterrent System. Market reasearch indicates that Reed-Joseph International Company is the only contractor qualified to perform the maintainence and servicing requirements on the Scare Wars Radio Controlled Bird Deterrent System. No other contractors are available or certified to provide this type of service.. The applicable NAICS for this acquisition is 811210, “Electronic and Precision Equipment Repair and Maintenance”, with a business size standard of $34.0 Million The proposed contract is for items for which the Government intends to solicit and negotiate with only one source under the Authority of RFO FAR 8.405-6(a)(1)(i)(B).  This is a notice of intent to award a sole source action and is not a request for competitive proposals.  However, the Government will consider all proposals received within 7 days of publication of this Special Notice.

Firms who want to challenge the sole source determination must submit an interest letter that demonstrates your firm's ability to provide an equivalent supply as described above.  Interested parties must provide a rationale as to why they should be considered. Respond to the below point of contact by 28 May 2026, 0900 (PDT).  A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.  The 30th Contracting Squadron will not reimburse for any costs connected with providing capability information.
