This notice announces a sole source procurement for specialized ophthalmic surgical equipment for Keller Army Community Hospital at West Point, NY. - The Health Readiness Contracting Office (HRCO), Joint Base San Antonio, Fort Sam Houston, TX, intends to award a firm fixed price purchase order to Alcon Vision, LLC. - Equipment to be procured: - One (1) CENTURION® Vision System - Four (4) Centurion ACTIVE SENTRY® Handpieces - The CENTURION® Vision System features proprietary technologies including ACTIVE SENTRY® Technology, Active Fluidics™, OZil® IP, and INTREPID® AUTOSERT® IOL Injector Handpiece. - Procurement is restricted to Alcon Vision, LLC due to the specialized nature of the equipment and the risk of unacceptable delays or substantial duplication of cost if sourced elsewhere. - No alternate or 'equal' products will be considered; only Alcon Vision, LLC products are acceptable. - Delivery location is Keller Army Community Hospital (KACH), West Point, NY. - Contracting office is the Health Readiness Contracting Office, JBSA Fort Sam Houston, TX.

Description

The East Services Branch, Health Readiness Contracting Office (HRCO), Joint Base San Antonio, Fort Sam Houston, TX intends to Award a Firm Fixed Price, Purchase Order, on a sole source basis to Alcon Vision, LLC, 6201 South Fwy, Fort Worth, TX 76134, utilizing the authority of Title 41 U.S.C. §1901(e)(2) as implemented in RFO FAR 12.102(a): For acquisitions valued at or below the simplified acquisition threshold (SAT), including the use of brand-name descriptions without allowing for “equal” products.

This requirement is for the procurement of one (1) CENTURION® Vision System and four (4) Centurion ACTIVE SENTRY® Handpieces at the Keller Army Community Hospital (KACH), West Point, NY. The CENTURION® Vision System currently includes the following proprietary functions, including but not limited to: ACTIVE SENTRY® Technology and ACTIVE SENTRY® Handpiece, Active Fluidics™, OZil® IP and the INTREPID® AUTOSERT® IOL Injector Handpiece.

The Government intends to procure from only one source under the authority of RFO FAR 12.102(a): For acquisitions valued at or below the simplified acquisition threshold (SAT), including the use of brand-name descriptions without allowing for “equal” products. The provision of highly specialized supplies when it is likely that award to any other source would result in - (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition; or (B) Unacceptable delays in fulfilling the agency's requirements.

All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
