The U.S. Army is seeking a contractor to provide comprehensive armed security guard services for multiple military installations in Italy, including Vicenza and Livorno. - Government Buyer: - U.S. Army Contracting Command, Europe (0414 AQ HQ Contract Aug KO Directorate of Contracting) - U.S. Army Garrison Italy (USAG-Italy) - Contracting office located at Unit 31423 Box 77 APO AE 09630 - Scope of Services: - Armed security guard services at Vicenza Military Community (Caserma Ederle, Caserma Del Din, Villaggio Housing, Caserma Matteo Miotto, Torri and Lerino Warehouses, Ammunition Support Activity #7, Torri Di Quartesolo Compound, Lerino Compound) - Darby Military Community (Camp Darby, U.S. Army Depot Livorno, Pisa Ammunition Storage Area, Camp Leghorn) - Duties include installation access control, roving patrols, vehicle inspections, static security, pass and badge control, monitoring of electronic security systems (CCTV), and special event security - Contractor must provide all vehicles, weapons, ammunition, personal protective equipment (PPE), and training aids - Security personnel must be licensed under Italian law (Guardia Particolare Giurata), fluent in Italian and English, and meet strict training and vetting requirements - Key positions: Program Manager, Quality Manager, Area Managers, Supervisors, ID Check, Overwatch, VCC, Search Lane, Roving Patrol, Electronic Security System Response, Surge Rail Guards - Training requirements include Use of Force, Anti-Terrorism Level I, OPSEC, iWATCH, weapons qualification, CPR, and situational exercises - Contractor must maintain ISO 9001:2015 and UNI 10891:2022 certifications - Contract Structure and Value: - Indefinite delivery/indefinite quantity (ID/IQ) contract - Five-year base ordering period with a two-year option - Maximum contract value: 91 million Euros; minimum: 700,000 Euros - Includes a 90-day phase-in/mobilization period and annual ordering years - Price redetermination after five years - Notable Requirements: - Submission of Material Safety Data Sheet (MSDS) and anti-mafia self-certification - Detailed quality control, reporting, and compliance deliverables - Emphasis on program management, price, and EU armed security experience - All equipment and personnel must comply with Italian regulations and U.S. Army standards

Description

This is a non-personal services contract to provide armed security personnel employed under this contract to provide installation access control, roving security patrols, electronic security systems (CCTV) monitoring of the access control points (ACP), entry control points (ECP), pass and badgecontrol, vehicle inspections, static security, or any other security related function(s) associated with the protection of U.S. Government installations, materials, property, and personnel. The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
