Marine Corps Seeks Functional and Field Service Support for GCSS-MC Program

The U.S. Marine Corps is seeking contractor support for the Global Combat Support System-Marine Corps (GCSS-MC) Program Management Office (PMO) through a large-scale, multi-year services contract. - Government Buyer: - U.S. Marine Corps, PMW 230 Logistics Integrated Information Solutions-Marine Corps (LI2S-MC), GCSS-MC PMO - Marine Corps Systems Command (MCSC) - OEMs and Vendors: - No specific Original Equipment Manufacturers (OEMs) or vendors are named in the solicitation - Products/Services Requested: - Provision of functional experts, field service representatives (FSRs), and trainers to support GCSS-MC - Support includes maintenance, supply, financial, system administration, IT support, training, and sustainment - Emphasis on support for disadvantaged and disconnected operations - Services include both on-site and off-site support - Key service line items and estimated quantities: - Program Manager (1) - Functional Experts (13) - Field Service Representatives (FSRs) for PMO and major Marine Corps bases (multiple locations, total at least 6) - FSR Training Support at various bases (total at least 14) - Unique or Notable Requirements: - Non-personal services: government will not directly supervise contractor personnel - Strong emphasis on cybersecurity, quality control, and compliance with Marine Corps policies - Support required at multiple U.S. and overseas Marine Corps installations - IDIQ contract structure with a 5-year base ordering period and up to 4 option years, plus a possible 6-month extension - Locations: - Major places of performance include: Stafford, VA; Marine Corps Base Quantico, VA; Camp Pendleton, CA; Camp Lejeune, NC; New Orleans, LA (Marine Forces Reserve); Albany, GA (Marine Corps Logistics Command); and Okinawa, Japan (III MEF)

Description

This is a non-personal services contract to provide functional experts and field service representatives (FSRs) to support the Global Combat Support System-Marine Corps (GCSS-MC) Program Management Office (PMO). The Government shall not exercise direct supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn, is responsible to the Government.
