Houston Independent School District (HISD) is seeking proposals for a variety of special education services to support students with special needs. - Government Buyer: - Houston Independent School District (HISD) - Hattie Mae White Educational Support Center - Services Requested: - Independent Education Evaluations (IEE) - Evaluation services for special education - Special education service providers - Board Certified Behavior Analyst (BCBA) services - Behavior therapist services - Quantities and part numbers are not specified; this is an open solicitation for qualified service providers. - Unique Requirements: - Vendors must meet HISD's liability insurance requirements - Compliance with the Historically Underutilized Business (HUB) program - Submission of data privacy agreements, conflict of interest questionnaires, criminal background checks, fingerprint registration, and pre-employment affidavits - Contract award subject to HISD Board of Education approval - Approved vendors will be eligible for the project - Period of Performance: - One-year initial term with two automatic annual renewals (maximum three years) - No OEMs or specific vendors are named; this is an open call for qualified individuals and organizations.

Description

The Houston Independent School District is soliciting proposals from qualified individuals and organizations for special education services including Independent Education Evaluations (IEE), evaluation services, special education service providers, and Board Certified Behavior Analyst (BCBA) and behavior therapist services. The project term is from August 14, 2026, through August 13, 2027, with two automatic annual renewals not to extend beyond August 13, 2029. Vendors must become HISD Approved Vendors by responding to this solicitation and meeting all requirements including insurance and HUB program compliance. A virtual pre-proposal conference will be held on May 28, 2026, and questions must be submitted by May 27, 2026.
