Washington County, Maryland, is seeking bids for the comprehensive rehabilitation of Runway 2-20 at Hagerstown Regional Airport. - Government Buyer: - Washington County, Maryland (Board of County Commissioners, Procurement Office, and Hagerstown Regional Airport) - Maryland Department of Transportation (MDOT) - Federal Aviation Administration (FAA) oversight - OEMs and Vendors: - No specific OEMs are named; all airfield lighting and control equipment must meet FAA standards (notably L-858(L), L-861(L), L-861E(L), L-890, L-829, L-824C, L-830, L-850C(L)) - Products and Services Requested: - Runway and taxiway rehabilitation: cold milling (38,000 SY), asphalt paving (6,700 tons), joint and crack sealing, erosion and sediment control - Pavement marking: permanent (16,400 SF), temporary (8,500 SF), marking removal, surface painted hold signs - Airfield lighting and electrical upgrades: - L-861(L) runway edge lights (32 units) - L-861E(L) threshold/end lights (12 units) - L-858(L) airfield guidance signs (various modules, 15+ units) - L-890 Airfield Lighting Control and Monitoring System (ALCMS) - L-829 constant current regulator (7.5 KW) - L-824C underground electrical cable (13,500 LF) - L-830 isolation transformers, L-823 connectors, windcones, and related vault equipment - Removal and replacement of existing lighting, signs, and control systems - Project survey and stakeout, contractor quality control program, mobilization, maintenance and protection of traffic, construction safety and phasing, gate guards and escorts for deliveries - Unique or Notable Requirements: - All equipment must comply with FAA technical specifications - Disadvantaged Business Enterprise (DBE) goal of 10.79% - Strict safety, phasing, and operational protocols to minimize airport disruption - Phased construction to maintain airport operations; coordination with airport authorities required - Bonds and certifications required: Bid Bond, Performance Bond, Labor and Material Bond, DBE documentation - Coordination for airfield lighting outages and security escorts for deliveries - Warranty period of at least 12 months post-acceptance - Locations: - Primary place of performance: Hagerstown Regional Airport, Hagerstown, MD - Key government offices: Washington County Administration Complex, 100 West Washington Street, Hagerstown, MD - Additional delivery and utility coordination points within Hagerstown
