Request for Comment: Reinstatement of Commodity Flow Survey (CFS) Information Collection

The Department of Commerce Census Bureau is seeking public and federal agency comments on the proposed reinstatement of the Commodity Flow Survey (CFS), a major data collection effort on goods movement in the U.S. - Government Buyer: - Department of Commerce, Census Bureau - In partnership with Bureau of Transportation Statistics, Office of the Assistant Secretary for Research and Technology, U.S. Department of Transportation - Scope and Participants: - Targets approximately 140,000 business establishments in Mining, Manufacturing, Wholesale, select Retail and Service industries, and auxiliary establishments (e.g., warehouses, managing offices) - Each establishment will be surveyed quarterly in 2027 - Data Collected: - Up to 100 shipments per reporting week per establishment - Data points include shipment value, net weight, commodity, and origin/destination - Notable Requirements: - Electronic reporting is required - Consolidated reporting options for large companies - Stratified random sampling to reduce respondent burden - Removal of hazardous materials packaging questions - No products, OEMs, or vendors are being procured; this is an information collection notice only

The Department of Commerce invites public and federal agency comments on the proposed reinstatement, with changes, of the Commodity Flow Survey (CFS). The CFS is a comprehensive source of data on the volume and pattern of goods movements in the U.S., used by policymakers and transportation planners. The survey collects data on shipments from business establishments across various industries, conducted quarterly in 2027. The notice seeks to minimize reporting burden and improve data collection methods prior to OMB approval.
