The City of Iqaluit is seeking proposals for comprehensive waste management services to support its transition to a new landfill and ongoing municipal waste operations. - Government Buyer: - City of Iqaluit, Engineering & Capital Projects Department - Scope of Services: - Operation and maintenance of the Waste Transfer Station (WTS), including waste processing, baling, biomass processing, equipment and utilities management, insurance, and regulatory reporting - Operation and environmental management of the North 40 Landfill and transition/closure management of the West 40 Landfill - Includes bale transport, landfill cell construction, leachate pond operation, water quality monitoring, cover material placement, site maintenance, and equipment operation - Industrial, Commercial, and Institutional (ICI) waste collection and removal, including scheduled pickups, bulky waste removal, container management, and volume tracking - Residential waste collection and removal, including weekly curbside pickup, special pickups, waste stream tracking, and public education support - Cross-cutting responsibilities such as regulatory reporting, mobile equipment maintenance, and facility/infrastructure maintenance - Unique/Notable Requirements: - Proposals may address all services or focus on WTS and landfill operations only - Emphasis on environmental compliance, support for local Inuit businesses, and addressing northern logistical challenges - Transition from the West 40 Landfill (nearing closure) to the new North 40 Landfill - No specific OEMs or vendors are named in the solicitation - Contract Term: - Initial five-year term, with up to two optional five-year renewal periods (potential total of fifteen years) - Place of Performance: - City of Iqaluit, West 40 Landfill, North 40 Landfill, and Waste Transfer Station

Description

The City of Iqaluit is soliciting proposals for waste management services including operation and maintenance of a waste transfer station, operation and environmental management of landfills, and industrial, commercial, institutional, and residential waste collection and removal. The City operates the West 40 Landfill, which is nearing the end of its service life and must be closed, and has developed a new North 40 Landfill and waste transfer station. The contract term is anticipated to be five years with up to two optional five-year renewals. Proposals may cover all services or be limited to the waste transfer station and landfills only.
