The U.S. Food and Drug Administration (FDA) is seeking a contractor to provide executive parking services near its headquarters: - Government Buyer: - U.S. Food and Drug Administration (FDA), Office of Facilities Engineering and Mission Support Services (OFEMS), Division of Operations Management and Community Relations (DOMCR), Logistics and Transportation Management Branch (LTMB) - Scope of Requirement: - 25 covered, non-reserved parking spaces for FDA executives - Parking facility must be within 0.4 miles of the Hubert H. Humphrey (HHH) Building at 200 Independence Ave S.W., Washington, D.C. - Spaces must accommodate standard vehicles and include ADA accessible options - 24/7 electronically controlled access required - Safety and security features: adequate lighting, secure entry/exit, and onsite staff during business hours - Contractor must issue 25 new key access cards/FOBs at contract start and provide up to 10 replacement cards/FOBs per year during each option year - Monthly garage access for up to 12 months per year, with a base year and four 12-month option years (total potential duration: 5 years) - Products/Services Requested: - Covered parking space rental (25 spaces per year) - Key access cards/FOBs (25 new at start, up to 10 replacements annually) - Unique/Notable Requirements: - All parking spaces must be in a single facility - Emphasis on continuous, secure access and ADA compliance - No specific OEMs or vendors are named; open to commercial parking providers - Place of Performance: - Within 0.4 miles of the HHH Building, 200 Independence Ave S.W., Washington, D.C. - Contract Structure: - Firm-fixed-price, base year plus four option years

Description

The U.S. Food and Drug Administration (FDA), Office of Facilities Engineering and Mission Support Services (OFEMS), Division of Operations Management and Community Relations (DOMCR), Logistics and Transportation Management Branch (LTMB) requires supplemental parking for Agency executives conducting business at the Hubert H. Humphrey (HHH) Building located at 200 Independence Ave S.W., Washington, D.C, 20201. Reliable, accessible, and nearby parking is essential to ensure operational efficiency for FDA's personnel who are required to attend executive meetings frequently and with short notice. As a direct result of Contract performance, the FDA expects to acquire access to 25 parking spaces located within .4 miles of the HHH Building for use by designated personnel.

The Contractor Shall: • Provide 25 covered parking spaces within one (1) single facility for FDA’s use   o Parking spaces must be located within 0.4 miles of the HHH Building   o Spaces must accommodate standard-sized vehicles   o ADA accessible parking spaces must be available for general use   o Facility should have safety and security measures in place to ensure the safety of personnel and vehicles, including, but not       limited to adequate lighting; secure entry/exit; onsite staff presence during normal business hours. • Provide 24/7 access   o Access must be electronically controlled   o Provide new permits/access cards or key existing cards for access to the facility   o Provide up to ten (ten) replacement cards per year • Provide continued monthly garage access (not to exceed 12 months per year)
