All contractual documents related to this procurement are considered issued by the government when copies are deposited in the mail, transmitted by facsimile, or sent by other electronic commerce methods such as email. The government's acceptance of the contractor’s proposal constitutes a bilateral agreement to issue contractual documents as detailed herein. 1. Scope 1.1 In case of conflict between sections "C" and "D" of the contract/purchase order, section "C" will take precedence. 2. Applicable Documents 2.1 Applicable documents include technical data associated with this solicitation or award such as IRPOD, drawings, technical data, STRs, military specifications, and CID. These may be obtained at https://logistics.unnpp.gov/ecommerce. They become part of this solicitation or award unless changed by an amendment or modification. This website requires a password and pre-registration. Contact the BPMI website administrator for instructions. 2.2 Not releasable to foreign nationals (NOFORN). Transmittals to foreign governments or nationals require prior approval of the Naval Sea Systems Command. 3. Requirements 3.1 NAVSUP WSS-MECH CODE N94 additional technical documentation and order of precedence are specified, with details on document conflict resolution, revisions, and standards compliance. 4. Quality Assurance 4.1 The contractor shall provide and maintain an inspection system acceptable to the government, with records kept complete and available during and after performance. 5. Packaging 5.1 When cleanliness control requirements are invoked, packaging must meet MIL-STD-767, MIL-STD-2041, and related standards, including the use of MIL-DTL-24466 green poly bags if specified. Notes 6.1 Nuclear reactor publications assigned NAVSEA numbers must be requested from the contracting officer.
