The U.S. Department of Defense, through the Air Force and Army, is seeking rental services for portable latrines and handwash stations at multiple military and federal facilities in Okinawa, Japan. - Government Buyer: - Department of Defense, Department of the Air Force, Pacific Air Forces, 18th Contracting Squadron (FA5270 18 CONS PK) - U.S. Army and U.S. Air Force (supported by 18 CONS/PKA Contracting Office) - Products/Services Requested: - Rental of non-flushing portable latrines (western style, minimum dimensions 4ft x 4ft x 7.5ft, approx. 60-70 gal holding tank; squat toilets not acceptable) - Rental of handwash stations (approx. 20 gal fresh water, 22 gal grey water, paper towel and soap dispensers) - Delivery and removal services for all units - Replenishment services: water fill-up, toilet paper, paper towels, liquid hand soap - Maintenance and supply services for all equipment - Quantities: - 6-8 portable latrines and 2 handwash stations per location (quantities may vary by site) - Each location generally requires at least one unit per service type - Locations (Place of Performance): - Kadena Air Base, Camp Foster, Marine Corps Air Station Futenma, Torii Station, Fort Buckner - Naha Port, Kuwae Tank Farms 1 & 2, Chimuwan Tank Farms 1-3, White Beach Tank Farms, Bolo Point - Various U.S. military installations in Okinawa, Japan - Notable Requirements: - Strict compliance with U.S. military and Japanese road, safety, and environmental regulations - Contractor personnel must obtain base access passes - Payment accepted in USD or Japanese Yen; customs and tax exemptions apply under the U.S.-Japan Status of Forces Agreement - Offerors must quote all line items to be considered - Blanket Purchase Agreement (BPA) with a $500,000 ceiling and $25,000 call limit - OEMs and Vendors: - No specific OEMs or brands are named; open to commercial providers of portable sanitation equipment - Contract Value: - BPA ceiling of $500,000 over five years - Period of Performance: - Five years, with annual reviews and possible modifications or cancellations with 30 days' notice
