The U.S. Army Corps of Engineers, Alaska District, is seeking qualified firms for a comprehensive mold mitigation and HVAC restoration project at Yap Memorial Hospital in Colonia, Yap, Federated States of Micronesia. - Government Buyer: - U.S. Army Corps of Engineers, Alaska District, Engineering & Construction Division - OEMs and Vendors: - Carrier (OEM for chillers, Model 30RAP0605CC0096N) - Products and Equipment Requested: - Two Carrier air-cooled chillers (Model 30RAP0605CC0096N), including refurbishment, refrigerant charge (R410A), start-up, and commissioning - Four replacement air handling units (AHUs), including mold remediation, coil/filter cleaning or replacement, and controls upgrade - Eight washable aluminum or stainless-steel MERV-8 prefilters (two sets per AHU) - Seven HEPA filters with integral supply diffusers for critical care areas - Six terminal reheat coils with individual thermostat controls (for ICU and surgery rooms) - Ten stand-alone dehumidifiers for critical care spaces (approx. 300 sq ft each) - Replacement of chilled water piping insulation with vapor barrier and protective jacket - Services Requested: - Mold mitigation and decontamination of drywall, insulation, walls, and HVAC components - Design services for mold mitigation and HVAC restoration - Testing, adjusting, and balancing (TAB) of HVAC systems post-commissioning - Post-construction contamination verification (visual, surface, and air sampling) - One year of quarterly preventive maintenance after project completion - Unique or Notable Requirements: - Emphasis on reducing hospital-acquired infections by improving air quality and humidity control - Encouragement of participation from locally owned firms in the Federated States of Micronesia and neighboring countries - All offerors must be registered in the System for Award Management (SAM) - Deliverables include design packages, O&M manuals, as-built drawings, and regular progress reports - Architectural repairs such as repainting with mold-resistant paint and insulation replacement are included - Place of Performance: - Yap Memorial Hospital, Colonia, Yap, Federated States of Micronesia

The Alaska District of the U.S. Army Corps of Engineers is conducting market research to facilitate a determination of acquisition strategy prior to releasing a solicitation for this anticipated project. The determination of acquisition strategy lies solely with the government and will be based on market research and information available to the government from other sources. Please note that this Sources Sought is for information only and does not constitute a solicitation for competitive offers/proposals and is not to be construed as a commitment by the Government. Locally owned businesses within the Federated States of Micronesia, as well as those in neighboring countries that believe they can meet the requirement, are encouraged to submit information demonstrating their capability to provide the required services.
The estimated award date of this contract is August 2026. This procurement is subject to the availability of funds. If the project is cancelled, all proposal preparation costs will be borne by the offeror. All offerors are advised that they must be registered in the System for Award Management (SAM) (www.sam.gov) before submitting a proposal. Joint ventures must also be registered in SAM as a joint venture. Offerors are advised to begin this process when they prepare their proposal in order to ensure registration is in place should they be selected for award. Lack of registration in the SAM database would make an offeror ineligible for award.
