The Defense Logistics Agency (DLA) is seeking a sole source supplier for a five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide High Fragmentation 1 (HF-1) Steel in support of the National Defense Stockpile and 155mm artillery shell production. - Government Buyer: - Defense Logistics Agency (DLA), Strategic Materials, Contracting Services Office Columbus Division 3 (DCSO-C3) - OEMs and Vendors: - Sole source intended for Metallus Inc. (highlighted as the only named OEM) - Products/Services Requested: - Up to 438,480,000 pounds of High Fragmentation 1 (HF-1) Steel, 6.75" diameter forged round bars, 6–10 feet in length - Part number: 9640-N30001283 (where specified) - Must meet MIL-S-50783 Amendment 1 and strict chemical/physical specifications - Manufactured and tested within the continental US - Packaged in lots of ~280,000 lbs, bundles of ~10,000 lbs - Vendor Managed Storage services for up to 60 months - Storage in a clean, dry, secure warehouse with government access for inspection - Firm fixed price per pound for supply and per pound per month for storage - Unique/Notable Requirements: - Sole source acquisition under 10 U.S.C. §3204(a)(3)(A), intended for Metallus Inc. - Deliveries to DLA Columbus, OH and DLA Strategic Materials storage depots - Strict compliance with military and federal regulations, including detailed packaging, labeling, and inspection - Maximum contract ceiling of $995 million, minimum guarantee of $5 million - Delivery orders may be issued throughout the contract period, with up to 24 months allowed for delivery after each order

Description

The Defense Logistics Agency (DLA) has a worldwide mission to esnure a continued supply of products to the National Defense Stockpile (NDS). This requirement is for DLA to acquire High Fragmentation 1 (HF-1) Steel for Strategic Materials. This acquisition will be conducted in accordance with FAR Part 12 procedures.

 DLA intends to solicit and award an Indefinite Delivery Indefinite Quantity (IDIQ) contract for HF-1 Steel with one (1) five (5)-year delivery period. Under the authority of 10 U.S.C. §3204(a)(3)(A) as implemented by the Federal Acquisition Regulation (FAR) 6.103-3(b)(1), the requirement for HF-1 Steel is being solicited sole source.
