THIS NOTICE IS ISSUED SOLELY FOR MARKET RESEARCH, INFORMATIONAL, AND PLANNING PURPOSES IN ACCORDANCE WITH FAR PART 10. THIS IS NOT A SOLICITATION, REQUEST FOR QUOTATION (RFQ), REQUEST FOR PROPOSAL (RFP), OR INVITATION FOR BID (IFB).

This Request for Information (RFI)/Sources Sought Notice is issued for the purpose of identifying interested and capable commercial sources that may be able to satisfy the Government’s requirement described herein. The Government is conducting market research to determine the availability of commercial capabilities, industry interest, potential competition, and appropriate acquisition strategy.

This notice does not constitute a commitment, implied or otherwise, that the Government will take procurement action in this matter. The Government is under no obligation to issue a solicitation, award a contract, or otherwise pay for any information submitted in response to this notice.

Responses to this notice are strictly voluntary. The Government will not reimburse respondents for any costs associated with preparing or submitting a response, including any direct or indirect costs, labor, or expenses incurred in support of responding to this announcement.

The Government reserves the right to use, not use, or reject any information provided in response to this notice. Responses will not be considered proposals, quotes, or offers, and no contract award will result directly from this announcement. The Government is not obligated to provide feedback, evaluations, or results of the market research to respondents.

Submissions will not be returned.

Respondents are advised not to submit proprietary, classified, confidential, or competition-sensitive information. Any information submitted in response to this notice shall be submitted at the respondent’s own risk. The Government shall not be liable for any use, disclosure, or handling of information improperly identified as proprietary.

Additionally, the Government assumes no responsibility to independently identify, safeguard, or inquire about proprietary information that is not clearly and properly marked by the respondent.

1. INTRODUCTION / BACKGROUND. Commander, Navy Region Hawaii (CNRH), Code N6, currently operates a proprietary Lenel OnGuard Access Control System, Version 8.2, supporting the physical security infrastructure at Joint Base Pearl Harbor-Hickam (JBPHH). The Government is conducting market research to identify capable commercial sources that can provide the required Lenel OnGuard Enterprise software upgrade to Version 8.3, associated software licensing, database upgrades, and professional support services necessary to maintain and support the existing system environment.

The required upgrade is necessary to:

Maintain system stability and operational capability; Support native M-Series hardware panels; Maintain compatibility with Microsoft SQL Server 2022; and Ensure continued manufacturer support and software compatibility within the existing proprietary Lenel OnGuard architecture.

The Government is contemplating a brand-name only acquisition for Lenel OnGuard Enterprise software and associated support services due to compatibility, interoperability, licensing, cybersecurity, warranty, and operational requirements associated with the existing installed system environment. However, this Sources Sought notice is being issued for market research purposes in accordance with FAR Part 10 to determine whether capable commercial sources exist that can satisfy the Government’s minimum requirements.

Interested vendors are encouraged to review the attached draft Statement of Work (SOW) for additional details regarding the contemplated requirement.

2. NAICS CODE. The applicable North American Industry Classification System (NAICS) code is anticipated to be:

561621 – Security Systems Services (Except Locksmiths)

The associated small business size standard is $25.0 million.

3. SUBMISSION REQUIREMENTS. Interested sources capable of meeting the requirements identified in this notice shall submit a capability statement not exceeding three (3) pages, excluding cover page and table of contents. Responses shall be concise and specifically address the Government’s requirements.

Capability statements should address the following:

a. If proposing an alternative to the Lenel OnGuard software upgrade, provide:

Manufacturer name; Product name and version; Part numbers and specifications; and A detailed explanation demonstrating how the proposed product would satisfy the Government’s minimum requirements and integrate with the existing Lenel OnGuard system environment without degrading system functionality, compatibility, manufacturer support, warranty coverage, cybersecurity posture, or operational capability.

b. Identify whether your company is:

The manufacturer; An authorized distributor; or An authorized Value Added Reseller (VAR) for LenelS2 products and services.

c. Address how the proposed solution would maintain compatibility with the currently deployed Lenel OnGuard system architecture, databases, hardware panels, firmware, licensing structure, and existing integrations utilized at JBPHH.

d. Provide the following company information:

Company name and address; UEI and CAGE Code; Point of contact information; Business size under the identified NAICS code; Small business socioeconomic status, if applicable; and Confirmation of active SAM.gov registration.

e. If your company holds a GSA Federal Supply Schedule (FSS) contract, provide:

GSA contract number; Applicable Special Item Number(s) (SINs); Whether the proposed products/services are available under the schedule contract; and Rough order of magnitude pricing information for market research purposes only.

f. Vendors may provide questions, comments, or recommendations regarding the draft requirement, acquisition strategy, or draft SOW.

4. MARKET RESEARCH PURPOSE. This notice is issued solely to support acquisition planning and market research efforts in accordance with FAR Part 10.

Information received may be used to:

Assess industry capability and interest; Determine whether adequate competition exists; Evaluate potential small business participation; Assist in determining the appropriate acquisition strategy; and Support any future justification regarding the use of brand-name specifications or restricted competition, if applicable.
