Sole Source Procurement of EVAS Court Reporting Recording Kits with Eclipse Software for Army National Guard

The U.S. Property & Fiscal Office for Minnesota (USPFO-MN), under the Department of the Army, National Guard Bureau, is planning a sole source procurement for specialized court reporting equipment: - Government Buyer: - Department of the Army, National Guard Bureau, USPFO-MN / W912LM - OEMs and Vendors: - eVerbatim, Inc. (sole source provider of the EVAS Court Reporting Recording Kits) - Advantage Software (developer of Eclipse CAT software, exclusively integrated by eVerbatim for the US Armed Forces) - Products/Services Requested: - EVAS Court Reporting Recording Kits (2 units) - Must include integrated Eclipse CAT software by Advantage Software - Kits include computer, hardware, and audio components for court-martial audio recording and transcription - Compliant with AR 27-10 military justice regulations - Unique/Notable Requirements: - Only eVerbatim, Inc. can provide the required integration of Eclipse software for military use - Kits must support court-martial recording and transcription in compliance with military regulations - Notice invites capability statements from other suppliers, but eVerbatim is currently the only known source

Description

The U.S. Property & Fiscal Office for Minnesota (USPFO-MN), Little Falls, MN intends to award a sole source, firm-fixed-price contract to eVerbatim, Inc., located at 408 Cranes Roost Ct, Annapolis, MD 21409-5748 for the provision of EVAS Court Reporting Recording Kits.

This acquisition is being conducted under the authority of 41 U.S.C. 1901 as implemented in FAR 13.501(a) Simplified Procedures for Certain Commercial Products and Services – Sole Source acquisitions, in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.

Market research has indicated that the eVerbatim is the only source able to provide these kits and meet the military requirements set forth in AR 27-10, to include integrating the required “Eclipse” software developed by Advantage Software, and provided to eVerbatim, which is the sole-source provider of this software to the US Armed Forces.

This notice does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government.

Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is for notification purposes only and does not constitute a solicitation for bids, quotes, or proposals. The Government does not intend to pay for any information provided under this notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government.
