The Department of the Army, through the Mission and Installation Contracting Command (MICC) at Fort Belvoir, is seeking qualified Catholic Priest services for Joint Base Myer-Henderson Hall: - Government Buyer: - Department of the Army, Mission and Installation Contracting Command (MICC) Fort Belvoir - Joint Base Myer-Henderson Hall Religious Support Office - OEMs and Vendors: - Archdiocese for the Military Services, USA (AMS) (endorsement required for all priests) - Products/Services Requested: - Non-personal services contract for ordained Catholic Priest(s) endorsed by AMS - Services include: - Regular and special Catholic masses (weekends, Holy Days, special occasions) - Sacraments (baptism, confirmation, first communion, matrimony, anointing of the sick) - Confessions, penance services, funerals, burials - Religious instruction, subject matter expertise, and counseling (including annulment and pre-matrimonial counseling) - On-call emergency coverage and advising the Garrison Chaplain - Recording of sacraments and compliance with Army Regulation 165-1 and AMS requirements - Unique/Notable Requirements: - Only priests directly endorsed by the Archdiocese for the Military Services, USA (AMS) are eligible - No third-party presented priests will be accepted - Compliance with Army and AMS regulations is mandatory - Background checks and security training required - No products or part numbers are requested; this is strictly a service contract for priestly duties

Description

This is a Non-Personal Services Contract between the Joint Base Myer-Henderson Hall Religious Support Office (RSO) and the contractor to perform tasks and provide deliverables identified herein “As Needed”. This PWS defines the requirements and deliverables of the contractor that support the individual Free Exercise of Religion for military personnel, family members, and authorized personnel.

 Services provided shall be conducted in accordance with Army Regulation 165-1 Army Chaplain Corps Activities on an “As Needed” basis only.  All services under this contract shall be performed by an ordained Priest of the Catholic Church who is endorsed by the Archdiocese for the Military Services, USA (AMS), with faculties accepted or granted by the AMS Archbishop and in cooperation with the COR. No Priest presented by a third party will be endorsed. The contract priest, although having no military authority, will nonetheless serve as the authoritative subject matter expert delegated by the AMS in all Catholic matters when he is the only priest at an installation or post. The Catholic Priest shall provide regular and special Catholic mass, sacraments, and confessions to the Catholic congregation at the locations and dates identified herein on an “As Needed” basis. The Contractor shall advise the Government Chaplaincy personnel as the Catholic subject matter expert (SME).  The Contractor shall serve as the SME on Catholic religious instruction in compliance with the conformity listing maintained by the AMS.
