The U.S. Air Force, through the Space Force at New Boston Space Force Station (NBSFS), is seeking independent Subject Matter Expert (SME) consulting services for an Intrusion Detection System (IDS) and Access Control System (ACS) project at a Sensitive Compartmented Information Facility (SCIF). - Government Buyer: - U.S. Air Force, Space Force, New Boston Space Force Station - Contracting office at Hanscom Air Force Base - OEMs and Vendors: - No specific OEMs or vendors are named, but expertise with Vindicator IDS/ACS platforms is required - Products/Services Requested: - SME consulting services for IDS/ACS at a SCIF - Pre-award planning, solicitation development, and technical evaluation - Post-award design review, installation quality assurance, and plan QA - Installation oversight, testing, closeout, and accreditation support - Sustainment transition and follow-on support - Key technical requirements: - Experience with Vindicator IDS/ACS platforms - UL 2050 certification and NIST 128-bit encryption expertise - SCIF accreditation, SSO review, ATO/ATC support, AO review - Training, testing, and sustainment support - Unique/Notable Requirements: - Support must cover both physical security and cybersecurity aspects - SME must provide labor categories, hourly rates, estimated hours, and site visit assumptions for all project phases - Accreditation readiness and documentation support are critical - Letters of Interest are being solicited from qualified contractors

Description

The Government requires SME support to assist with pre-award planning, solicitation development, technical evaluation support, post-award design review, installation quality oversight, testing and acceptance support, accreditation readiness, and sustainment transition. The IDS/ACS effort is for a SCIF at NBSFS and must support physical security, cybersecurity, SCIF accreditation, SSO review, ATO/ATC support, AO review, UL 2050 certification, NIST 128-bit encryption certification, training, testing, and sustainment requirements.

The objective of this RFI is to solicit Letters of Interest (LOI) from potential contractors that can complete the work outlined in the RFI Notice. Letters of Interest are due on or before 1:00 PM ET, 2 June 2026 and must be sumitted to Contracts Specialist Rachyl Cushman (rachyl.cushman@us.af.mil) and Contracting Officer Kristin Morrison (kristin.morrison.1@us.af.mil)
