NOAA's National Geodetic Survey (NGS) is seeking small business partners to develop a scalable processing framework for generating authoritative coordinates for geodetic reference points tied to non-NOAA CORS Network (NCN) Continuously Operating Reference Stations (CORS). - Government Buyer: - National Oceanic and Atmospheric Administration (NOAA), National Geodetic Survey (NGS), National Ocean Service - Project managed by Dr. Dana J. Caccamise II and Dr. Dan Gillins - OEMs and Vendors: - No specific Original Equipment Manufacturers (OEMs) or vendors are named - Products/Services Requested: - Development of a GNSS data ingestion and processing framework - Multi-method coordinate processing (e.g., PPP, double-difference) - Geodetic reference frame management (including alignment to ITRF2020 and NATRF2022) - Geodetic network adjustment, metadata management, and QA/QC - Coordinate estimation, validation, uncertainty analysis, and operational product development - Documentation, training, and knowledge transfer for NGS operational adoption - Unique/Notable Requirements: - Contractor must demonstrate expertise in geodetic processing, coordinate validation, and multi-method solution evaluation - Deliverables include scalable workflows, coordinate products with uncertainty metrics, and support for modernized National Spatial Reference System (NSRS) - Emphasis on independent validation and operational sustainability - Period of performance includes a one-year base with two optional years for expanded processing and sustainment - No specific products, part numbers, or OEMs are listed
Description
This Sources Sought Notice is not a Request for Quote and does not constitute a commitment by the Government. The Government is currently conducting market research in accordance with Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) Part 10 to identify potential small business sources to fulfill the requirement and gather information on current capabilities of businesses within the market. The National Oceanic and Atmospheric Administration, Acquisition and Grants Office, Eastern Acquisition Division is conducting market research to identify small business sources capable of providing the supplies relevant to the requirement needs described herein for the National Geodetic Survey (NGS). The North American Industrial Classification System (NAICS) code is 541690 “Other Scientific and Technical Consulting Services.” The small business size standard for this NAICS code is $19M.
This requirement will develop a scalable and repeatable processing framework capable of generating authoritative coordinates for geodetic reference points (GRPs) associated with Continuously Operating Reference Stations (CORS) not currently included in existing National Geodetic Survey (NGS) multi-year coordinate solutions. The work requires demonstrated expertise in Global Navigation Satellite System (GNSS) data processing, geodetic reference frames, geodetic network adjustment methodologies, metadata management, coordinate estimation, quality assurance and quality control (QA/QC), and operational geodetic workflows. The contractor shall support ingestion and management of GNSS observation data and associated metadata, implementation of multiple independent processing approaches, coordinate validation and uncertainty analysis, and development of operational coordinate products and supporting documentation. The contractor shall be capable of independently evaluating the consistency, stability, and operational suitability of coordinate solutions generated through multiple geodetic processing methodologies.
For informational purposes, a DRAFT Performance Work Statement is attached to assist sources in gaining a more in-depth understanding of the overall requirement.
