The U.S. Army Corps of Engineers, Norfolk District, is seeking small business contractors for a five-year, $75 million IDIQ contract to perform maintenance dredging on the James River Federal Navigation Channel in Virginia. - Government Buyer - U.S. Army Corps of Engineers, Norfolk District (W2SD ENDIST NORFOLK KO CONTRACTING OFFICE) - Scope of Work - Maintenance dredging of Lower, Middle, and Upper James River shoals, including segments such as Tribell Shoal, Goose Hill, Dancing Point-Swann Point, Jordan Point-Harrison Bar-Windmill Point, City Point, and Richmond Deepwater Terminal to Hopewell - Dredging depths up to 30 feet MLLW, with annual volumes up to 3 million cubic yards for Middle James River and up to 4.5 million cubic yards over 15 years for Upper James River - Hydraulic cutter-head dredging, pipeline installation/removal, transportation of plant/equipment, and sitework for upland placement sites (e.g., RDWT, Willis Road, Hatchers Island, Curles Neck, Jones Neck) - Material placement at government-furnished overboard and upland sites - Site preparation, earthwork for spillway structures, and environmental/safety compliance (e.g., endangered species monitoring, spill box safety, Virginia Water Protection permits) - Required daily production rate of 7,500 cubic yards and ability to manage pumping distances over 10,000 feet - Products/Services Requested - Mobilization/Demobilization (up to 8 occurrences) - Dredging Lower & Middle James River Shoals (up to 3,775,000 CY) - Dredging Richmond Deepwater Terminal (up to 500,000 CY) - Dredging Richmond DWT to Hopewell (up to 300,000 CY) - Installation/Removal of Additional Pipeline (up to 3,000 linear feet) - Transportation of Plant (up to 300 occurrences) - Sitework for upland placement sites (up to 350,000 CY or 5 occurrences) - Standby Time (up to 20 days) - Unique/Notable Requirements - 100% small business set-aside under NAICS 237990 - Liquidated damages for delays - Seasonal dredging restrictions (e.g., no dredging Feb 15–June 30 in certain reaches) - Material Safety Data Sheet (MSDS) required with offer - Task orders issued as needed under the IDIQ structure - OEMs and Vendors - No specific OEMs or equipment manufacturers are named; contractors must provide all necessary dredging equipment and materials - Locations - Work performed along the James River, including specific shoals and terminals, with material placement at designated upland and overboard sites - Contracting office located at 803 Front Street, Norfolk, VA
