NOTICE OF INTENT TO SOLE SOURCE Turn-Key Technologies, Inc. Department of Veterans Affairs, VISN 5, Beckley VA Medical Center, 200 Veterans Ave, Beckley, WV 25801, intends to award a Sole Source, Firm-Fixed-Price, 5-year Federal Supply Schedule Blanket Purchase Agreement to Turn-Key Technologies, Inc., 2400 Main St Ste 11-12, Sayreville, NJ 08872-1474. The Contractor shall provide the following: DESCRIPTION Maintenance For: ACCESS 3000 PAGING TERMINAL (Qty 2) Consists of: S3GB M-Term Card (Qty 2) S3GD Secondary Card (Qty 2) S3PA Power Supply A3K (Qty 2) S3GB Telephone Card (Qty 4) C3CA Computer I/F (Qty 1) Maintenance For: 24hr x 7 days a week coverage Maintenance For: RPR553 Voice, Alpha Pager (Qty 20) Maintenance For: TTI OVATION (Qty 150) The associated North American Industry Classification System (NAICS) code for this acquisition is 517112 Wireless Telecommunications Carriers (except Satellite). The NAICS Size is 1,500 Employees. The Product Service Code (PSC) is DA10 IT and Telecom - Business Application/Application Development Software as a Service (SaaS). This procurement is being conducted under Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 8, Acquisition of Commercial Products and Commercial Services, and in accordance with (IAW) General Services Acquisition Manual / Regulation (GSAM/R) Subpart 538.71 Federal Supply Schedule Ordering Procedures, capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. A Firm-Fixed-Price, 5-year Federal Supply Schedule Blanket Purchase Agreement to Turn-Key Technologies, Inc. is anticipated and shall be awarded. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit with only this source. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. GENERAL INFORMATION Title of Project: Maintenance of In-House Paging (Beeper) Systems Scope of Work: TTI shall provide all resources necessary to accomplish the deliverables described in this statement of work (SOW), except as may otherwise be specified. TTI will provide maintenance, follow-on support and warranty services to the in-house paging (beeper) systems located at all facilities within VA Beckley, WV. This work is to ensure that all systems have a 100% uptime associated with them to ensure patient safety. The system will also provide full site coverage so that employees receive pages within a timely fashion 100% of the time. Background: The Federal Government has mandated the use of narrow-band technology for any site that owns and operates an in-house paging (beeper) system. The VA Beckley, WV sites currently have narrow band systems installed for the use of local and code team paging. The system must have a 100% uptime associated with it, since it is imperative that patient care is not affected. To that extent, all sites have primary and backup transmitters installed along with both alpha numeric and voice pagers. Performance Period: [Firm-Fixed-Price] TTI shall complete the work required under this SOW in 30 calendar days or less from date of award, unless otherwise directed by the Contracting Officer. If the contractor proposes an earlier completion date, and the Government accepts the contractor's proposal, the contractor's proposed completion date shall prevail. [Time and materials] The work shall begin within 45 calendar days of award, unless otherwise specified. [Both] Work at the government site shall not take place on Federal holidays or weekends unless directed by the Contracting Officer. Type of Contract: Firm-Fixed Pricing TTI will provide Service repair coverage to VA Beckley Alphanumeric and Voice Pagers along with the annual maintenance at the facility. GENERAL REQUIREMENTS For every task, TTI shall identify in writing all necessary subtasks (if any), associated costs by task together with associated sub milestone dates. The contractor's subtask structure shall be reflected in the technical proposal and detailed work plan. All written deliverables shall be phrased in layperson language. Statistical and other technical terminology shall not be used without providing a glossary of terms. Where a written milestone deliverable is required in draft form, the VA will complete their review of the draft deliverable within 30 calendar days from date of receipt. The contractor shall have 45 calendar days to deliver the final deliverable from date of receipt of the government’s comments. SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES Description of Tasks and Associated Deliverables: The contractor shall provide the specific deliverables described below within the performance period stated in Section A.4 of this SOW. Task One: The Contractor shall provide a detailed work plan and briefing for the VA project team, which presents the contractor's plan for completing the task order. The contractor's plan shall be responsive with this SOW and describe, in further detail, the approach to be used for each aspect of the task order as defined in the technical proposal. TTI Response: TTI will provide the following service to Veterans Affairs under this contract. Support of On Site Short Range Paging System Support will be available 24 hours a day -7 days a week (Including Holidays). On-site support when VA perceives urgency due to system full or partial failure. All manufacturer support and consultation required by the vendor to meet the contract requirements will be at the vendor's expense. Updates and upgrades are maintained to keep current with operational requirements and operating system security changes. Task Two: A detailed outline of all components that comprise the system TTI Response: See Attached Excel Equipment Worksheets. High: Customer effectiveness is severely compromised although all essential parts of the system can be used. Normal: The customer’s effectiveness is compromised but not severely and all of the essential parts of the system can be used. Low /Informational: The customer can circumvent the problem and continue to use the system with slight inconvenience. Customer has suggestions for next generation products and/or services. Initial Response: Time for a return call from vendor to VA to acknowledge problem. Initial response is needed quickly in order to properly identify the level of urgency or impact to operations and to identify possible work around procedures or temporary measures. Example: Contract Vendor will respond to assess the problem within not more than 4 hours of notification. Resolution Response: Time until the documented fix restores functionality. Task Four: An outline of how the components will be tested to ensure operational continuity TTI Response: The paging system infrastructure, transmitter and antenna system are tested and optimized in the following order: A Turn-Key Technologies System Engineer will commence Preventive Maintenance visit by measuring the output power of the paging transmitter and reflective level of the antenna system. All wiring and connections will be checked. The transmitter interface voltage levels will be checked as well as the wiring. The Paging System Encoder line output is measured and punch down connection checked. The computer interface and telephone interface cards are examined for proper functionality. Voice quality and system coverage throughout the facility is checked. Management software is also checked for consistency. Any questions in regards to the paging system may be addressed at the conclusion of the visit. Task Five: A calendar listing of the year's annual maintenance service call for VA Beckley. TTI Response: TTI will provide a Preventive Maintenance Visit to the facility. Dates will be arranged. TTI and VA representatives will arrange the precise date of the preventive maintenance visit. Task Six: A price listing for all components, including pager types that will be used by the government to ensure adequate funding is available TTI Response: Task Seven: A written report of what was completed or left outstanding after each annual maintenance or service call TTI Response: TTI will provide a detailed service ticket describing tasks performed on the paging equipment. SCHEDULE FOR DELIVERABLES TTI shall complete the Delivery Date column in Attachment A for each deliverable specified. Unless otherwise specified, the number of draft copies and the number of final copies shall be the same. If for any reason any deliverable cannot be delivered within the scheduled time frame, TTI is required to explain why in writing to the Contracting Officer, including a firm commitment of when the work shall be completed. This notice to the Contracting Officer shall cite the reasons for the delay, and the impact on the overall project. The Contracting Officer will then review the facts and issue a response in accordance with applicable regulations. CHANGES TO STATEMENT OF WORK Any changes to this SOW shall be authorized and approved only through written correspondence from the Contracting Officer. A copy of each change will be kept in a project folder along with all other products of the project. Costs incurred by TTI through the actions of parties other than the Contracting Officer shall be borne by TTI. REPORTING REQUIREMENTS TURN-KEY TECHNOLOGIES, INC. will provide the local site Telecommunications Manager with written reports after services are rendered for all annual maintenance and repair visits. The report shall cover all work completed during the visit. This report shall also identify any problems that arose and a statement explaining how the problem was or will be resolved. This report shall also identify any problems that have arisen but have not been completely resolved with an explanation as to why and when the expected completion date will be. GOVERNMENT RESPONSIBILITIES The Government will provide access to all locations where paging system components reside along with telephone access in cases where technical support via phone are deemed necessary. CONTRACTOR EXPERIENCE REQUIREMENTS TURN-KEY TECHNOLOGIES, INC. will provide documented past experience with paging systems, inside wiring, and electrical systems of said systems throughout multiple facilities. They also should have adequate and appropriate inventory on hand to support on-site services. CONFIDENTIALITY AND NONDISCLOSURE The preliminary and final deliverables and all associated working papers, application source code, and other material deemed relevant by VA have been generated by the contractor in the performance of this task order are the exclusive property of the U.S. Government and shall be submitted to the Contracting Officer at the conclusion of the task order. The Contracting Officer will be the sole authorized official to release verbally or in writing, any data, the draft deliverables, the final deliverables, or any other written or printed materials pertaining to this task order. No information shall be released by the contractor. Any request for information relating to this task order presented to the contractor shall be submitted to the Contracting Officer for response. Press releases, marketing material or any other printed or electronic documentation related to this project, shall not be publicized without the written approval of the Contracting Officer.
