The USDA Forest Service is seeking a contractor to install a new fiber optic backbone at the Blue Ridge Hotshots facility in Coconino National Forest, Arizona. - Government Buyer: - USDA, Forest Service, CSA Southwest 7, Chief Information Office, Facility Move Support Team - Scope of Work: - Install approximately 1,500 linear feet of single mode (SM) fiber optic cable (12 strand pairs total) connecting three buildings - Provide and install exterior NEMA 3R and interior NEMA 12K enclosures with UPS and cooling fans - Terminate fiber with duplex LC connectors, including fusion spliced pigtails and splice trays - Test all new fiber optic strands to industry standards (insertion loss, polarity, splice performance) - Optional: Test existing 24-strand SM fiber optic cable - Optional: Install dedicated 15-amp, 120V quadplex electrical circuits near new enclosures - Products/Services Requested: - Single mode fiber optic cable (OS2, loose tube, OSP rated) - NEMA 3R and 12K enclosures, fiber termination panels, UPS, cooling fans - Fiber optic connectors (duplex LC), patch cords, and related structured cabling components - Installation, termination, splicing, and testing services for fiber and copper cabling - Notable Requirements: - Contractor must be an authorized installer for the approved end-to-end solution and provide proof of manufacturer authorization - Personnel must be trained and certified in fiber optic installation, splicing, and testing (BICSI, TIA standards) - All work must comply with ANSI/TIA, BICSI, NEC, and referenced industry standards - As-built drawings and full test documentation required - Project must be completed within 90 days of notice to proceed - OEMs Mentioned (Approved Manufacturers for Structured Cabling): - Belden, Berk-Tek, CommScope, Corning, General Cable, Leviton, Ortronics, Panduit, Siemon, Superior Essex, TE Connectivity, 3M, AFL, Hubbell, Mohawk, Systimax, Uniprise - No specific part numbers or brands are mandated for the main fiber optic cable, but all products must meet detailed technical and industry standards.

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued.

Solicitation number 127EAX26Q0042 is issued as a Request for Quotation (RFQ) for installation of approximately 1,500 lineal feet of single mode (SM) fiber optic cable (6 strand pairs running to each building; 12 stand pairs total) providing for an outside plant (OSP) fiber optic backbone between three (3) buildings located on the project site. Optional work includes the installation of dedicated 15-amp electrical circuits, each with a quadplex 20-amp 120-v receptacle installed near the new interior NEMA enclosures, and the testing of existing fiber optic cable. The existing fiber optic cable (SM; 24 strands) shall be tested to industry standards.

This acquisition is set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 237130 - Power and Communication Line and Related Structures Construction. The small business standard is $45M. This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency.
