Military Sealift Command (MSC), under the Department of the Navy, is soliciting proposals for a spot charter contract to provide a U.S. Flag, Jones Act qualified, ocean-going certified tug for RIMPAC-26 SINKEX towing operations. - Government Buyer: - Military Sealift Command Norfolk, Strategic Sealift Program Support Office (N103A) - Products/Services Requested: - Provision of one ocean-going certified tug (built 1970 or later) with minimum 68-ton bollard pull - Must be U.S. Flag, Jones Act qualified, and ocean-going certified - Capable of towing EX-MOBILE BAY (CG-53) and EX-PELELIU (LHA-5) separately at minimum 6 knots in Beaufort 5 conditions - Tug must have sufficient fuel capacity or a refueling plan, internet and satellite phone capability - Includes tow bridle, emergency tow lines, flooding alarms, navigation lights, day shapes, and Nondestructive Testing of deck fittings - Compliance with U.S. Navy Tow Manual (SL740-AA-MAN-010) is mandatory - Contractor must provide Independent Marine Surveyor services and a comprehensive towing package for approval - Tow services: - Tow EX-MOBILE BAY from INACTSHIPS Bremerton, WA to Pacific Missile Range Facility (PMRF), Barking Sands, Kauai, Hawaii - Tow EX-PELELIU from Pearl Harbor, HI to PMRF, Barking Sands, Kauai, Hawaii - Includes pre-tow conference, position reporting, and standby at SINKEX locations - Unique/Notable Requirements: - Strict adherence to Jones Act and U.S. Flag status - Ocean-going certification and minimum vessel age (built 1970 or later) - Minimum bollard pull and towing speed requirements - Compliance with Navy towing standards and provision of specialized towing equipment - Independent Marine Surveyor required - No specific OEMs or vendors are named; procurement is open to all responsible sources - Place of performance includes INACTSHIPS Bremerton, WA; Pearl Harbor, HI; and Pacific Missile Range Facility (PMRF), Barking Sands, Kauai, Hawaii
