The Architect of the Capitol is preparing a procurement for comprehensive facilities management, maintenance, and support services at the Library of Congress Packard Campus for Audio Visual Conservation (PCAVC) in Culpeper, Virginia. - Government Buyer: - Architect of the Capitol (AOC), Acquisition & Material Management Division - Facility Details: - PCAVC is a specialized federal facility for audiovisual preservation, featuring temperature/humidity controlled storage, film labs, sound studios, screening areas, and supporting approximately 140 staff - Services Requested: - Full-scope facilities management, maintenance, and support - Operations, preventive/corrective maintenance, environmental compliance, landscaping, grounds and plant maintenance, snow and ice removal, materials/spare parts, and reimbursable project work - 24/7 staffing, including licensed electricians - Use of Computerized Maintenance Management System (CMMS) and Building Automation System (BAS) - Adherence to NFPA and environmental standards - Detailed reporting requirements - Contract Structure: - Performance-based contract with a base period and four option years - CLINs for basic services, snow removal, materials/spare parts, and projects - Unique Requirements: - Support for a highly specialized archival and technical environment - Compliance with multiple technical and environmental standards - Continuous facility operations and emergency response capability - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation - Competition: - Full and open competition under AOC's contracting manual (not FAR)

THIS IS A PRE-SOLICITATION NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL.

The Architect of the Capitol (AOC) is issuing this pre-solicitation notice to advise industry of the upcoming procurement of Facilities Management, Maintenance, and Support Services for the Library of Congress Packard Campus Audio Visual Conservation (PCAVC) located in Culpeper, Virginia.

The PCAVC develops, preserves and provides broad access to a comprehensive and valued collection of the world’s audiovisual heritage for the benefit of Congress and the nation’s citizens. The facility stores collections in temperature and humidity controlled spaces and provides standard office workspace for approximately 140 people. The facility includes film preservation laboratory and inspection areas, sound studios, film screening areas, meeting spaces, kitchenettes, fitness area, restrooms, storage areas, a loading dock and a public theater.

SCOPE OF WORK

The contractor shall The Contractor shall provide all management, supervision, labor, materials, supplies, repair parts, tools and equipment and shall plan, schedule, coordinate and assure effective performance of all services described in the Statement of Work, Section C.

Selection Process:

The Architect of the Capitol (AOC) is a Legislative Branch agency and is not subject to the Federal Acquisition Regulation (FAR) or Executive Orders. Services will be procured in accordance with the AOC Contracting Manual section 9.1 Negotiated Acquisitions.

The selection process will be a full and open, competitive source selection. The basis of the award is a tradeoff process decision in accordance with AOC Order 34-1, Section 9.1.2.(a), indicating the CO may award to other than the lowest priced offeror or the highest technically rated offeror.  The AOC intends to award one(1) contract.

The award will be made to the responsible offeror that is a registered firm in sam.gov whose proposal conforms to all required terms and conditions, includes all required representations and certifications, and meets all requirements set forth in the RFP.

Notice of Request for Proposal Posting:

The REQUEST FOR PROPOSAL is anticipated to be posted in June, 2026.  Please be advised the date for solicitation posting is estimated and the actual posting may be after the projected release date.  Posted will be at the Government Point of Entry (GPE) located at System for Award Management (SAM) database (www.sam.gov).

In accordance with AOC Order 34-1, Section 9.1.5- Exchanges with Industry before the receipt of proposals, information exchanges among interested parties are encouraged.  All inquiries, however, shall be directed only to the Contracting Officer and Contract Specialist.
