This RFP is issued by the Office of Consumers' Counsel (OCC) to solicit proposals from qualified Independent Contractors for technical assistance in reviewing the Public Utilities Commission of Ohio's audit of the Ohio Valley Electric Corporation (OVEC) electric generation plants. The Independent Contractor will review audits conducted by the PUCO auditor and evaluate whether the utilities' actions were prudent, just, reasonable, and allowable under the Legacy Generation Resource Rider. The contractor will also propose and recommend actions to protect Ohio's residential electric consumers.
