Immigration, Refugees and Citizenship Canada (IRCC), through its International Experience Canada (IEC/EIC) program, is seeking a contractor to develop and host bilingual (English and French) online educational content for Canadian secondary school students. - Government Buyer: - Immigration, Refugees and Citizenship Canada (IRCC), International Experience Canada (IEC/EIC) program - Procurement and Contracting Services, Gatineau, Quebec - Products/Services Requested: - Development and hosting of up to 80 interactive online questions (in two lots of up to 40 each), in both English and French - Development and hosting of two online course modules (each with up to 150 questions), in both English and French - Online platform for content delivery, accessible to secondary school students nationwide - Technical support and quarterly reporting on platform usage, engagement, and outreach - Quantities: - Up to 80 interactive questions (40 per lot, two lots) - 2 online course modules (one per subject) - Hosting for all developed content through the contract period - Unique/Notable Requirements: - Content must be bilingual (English and French) - Platform must be accessible, engaging, and support at least 50,000 student engagements - Contractor must provide quarterly reports on usage metrics (e.g., questions answered, course completions, page views, outreach) - No minimum security clearance required - Content to be posted on IEC and IRCC websites and/or hosted on the contractor's platform - Target audience: Canadian secondary school students - No specific OEMs or commercial vendors are named; the requirement is for custom development and educational services. - The procurement is a competitive, open bidding process with selection based on technical merit and price.

Description

This procurement is for the creation of interactive questions and online courses related to the International Experience Canada's (IEC) program. The platform will be posted online to promote IEC’s international experience program through questions, courses, and research on IEC and Immigration Refugees and Citizenship Canada websites. The contract is expected to last from the award date until March 31, 2028, with an option for one additional year. The procurement method is competitive open bidding, and the selection criteria is the highest combined rating of technical merit and price.
