This opportunity involves the repair and reconstruction of the perimeter road at Selfridge Air National Guard Base (ANGB), Michigan, for the Michigan Air National Guard's 127th Wing. - Government Buyer: - Department of the Army, W7NF USPFO Activity MIANG 127 - U.S. Air National Guard, 127th Wing, Selfridge ANGB - Scope of Work: - Construction of new two- and three-lane roads along the base perimeter and Jefferson Avenue (approx. 4.2 miles, with one mile at three lanes) - Full-depth pavement repairs, milling and overlay (2" and 4"), crack sealing, and hot mix asphalt paving - Installation of subsurface edge drainage, aggregate shoulders, geosynthetic drainage layers, and base course drainage - Localized grading for improved drainage and soil erosion/sediment control (including silt fence and inlet filter installation) - Application of new paint and pavement markings, including airfield and road markings - Removal and reinstallation of steel wedge and jersey barriers as directed by base security - Maintenance of traffic flow and flagging services during construction - Environmental compliance, including obtaining and following a Macomb County Soil Erosion Permit and use of recycled materials where possible - 1-year workmanship warranty required - Products/Materials: - Concrete and asphalt pavement removal and replacement - Hot-mix asphalt (HMA), aggregate base courses, bituminous tack and prime coats, sealants for cracks and joints - Geosynthetic drainage layers, hydroseeding materials - Unique Requirements: - Strict traffic maintenance and emergency flagging - Compliance with detailed engineering, safety, and quality standards (MDOT, ASTM) - Coordination with base security for barrier management - Progress reporting and phased construction scheduling - No specific OEMs or named vendors are required; all materials must meet referenced standards.
Description
The work shall be in strict compliance with the SOW, the project specifications, and the project drawings. Sections of the SOW may supersede the requirements found in the specifications, in which case, the more stringent/higher quality requirements will apply. All work will be coordinated with Base Operations. A Macomb County Soil Erosion Permit will be required for this project. The Contractor shall obtain, pay for, and follow the requirements of this permit. The work will consist of Construction of new 2 and 3 lane roads. The requirement includes full-depth pavement repairs, mill/overlay, crack repairs, and work along the entire Perimeter Road and Jefferson Ave. All work will be completed IAW drawings Repair Perimeter Rd VGLZ 182035. Installation of subsurface edge drainage for all new pavement sections. Localized grading of the project site to address current inadequate drainage. New paint and markings on all new pavements. The Contractor must maintain a constant flow of traffic during construction. Base perimeter road surfacing to be primarily of HMA Pavement. Existing base perimeter road distance to be resurfaced unofficially is 4.2 miles of primarily two and three lane road, with Jefferson Ave from Main Gate to Wilbur Wright Blvd. being three lanes. Those three lanes make up one mile of the projects 4.2 total miles. Contractor to remove and reinstall steel wedge barriers and jersey barriers throughout construction per the direction of SANGB Security Staff. Steel barriers to be reinstalled at grade to match pre-construction condition.
