FAA Lighting and Controls Replacement at Oakland ARTCC, Fremont, CA

The Federal Aviation Administration (FAA) is seeking construction services for the replacement of lighting and dimmer systems at the Oakland Air Route Traffic Control Center (ARTCC) in Fremont, California. - Government Buyer: - Federal Aviation Administration (FAA), including ATO Tech Ops Engineering Services, ATO Technical Operations Western Service Area, and AAQ-500 Regional Acquisitions - Products and Services Requested: - Removal of existing lighting fixtures, wall switches, dimming panels, and control panels - Installation of new LED interior lighting fixtures and digital-network lighting controls (including nLight enabled fixtures and touch screen controls) - Installation of new electrical panels (ADP and EADP, 480V/277V, 3P, 30-space, 100A) - Eclipse head-end unit, CAT 6 cabling, emergency power packs, and network bridge for lighting controls - Low-voltage electrical power conductors and cables, hangers and supports, raceways and boxes, panelboards - Provision of two spare light fixtures of each type - Unique or Notable Requirements: - Compliance with FAA safety, security, and quality standards, including OSHA regulations and FAA-specific badging/access - Temporary lighting plans and coordination for electrical power outages during installation - Performance and payment bonds, insurance, and adherence to labor standards - Site visit required; REAL-ID Act compliance for attendees - Project completion required within 30 calendar days after notice to proceed, excluding FAA holiday moratoriums - No specific OEMs or part numbers are listed, but nLight-enabled lighting controls and Eclipse head-end units are specified as system types - Estimated contract value is between $100,000 and $250,000 - All work to be performed at the Oakland ARTCC facility in Fremont, CA

Description

The Department of Transportation, Federal Aviation Administration, EnRoute Construction Branch has a need to replace lighting within the Test and Training Laboratory at the Oakland Air Route Traffic Contol Center in Fremont, California.

The estimated construction magnitude for this requirement is between $100,000 and $250,000. Please see the attached Request for Offers (RFO) package for details.

A one-time site visit is scheduled for Wednesday, June 10, 2026 at 9:00 AM Pacific Time. Site visit attendees will meet with Mr. Hiep Tran at the Oakland ARTCC Guard Station located at 5125 Central Avenue, Fremont, CA. 94536. Please have REAL-ID Act compliant identification ready for inspection upon arrival. 

Site visit attendees shall pre-announce their intent to inspect the site no later than noon Pacific Time on Monday, June 8, 2026. Prospective offerors shall email the names of all site visit attendees to both mark.salum@faa.gov AND hiep.tran@faa.gov.

Requests for Information (RFIs) arising from the site visit shall be emailed to mark.salum@faa.gov no later than noon Pacific Time on Friday, June 12, 2026. Responses to RFIs will be provided in writing via solicitation amendment only. No RFIs will be answered at the site visit.

Offers are due no later than noon Pacific Time on Wednesday, June 17, 2026 unless otherwise amended. All offers shall be emailed to mark.salum@faa.gov.
