The U.S. Coast Guard (USCG) Office of Specialized Capabilities (CG-721) is seeking contractor support for program management and technical services to advance its Countering Weapons of Mass Destruction (CWMD) and Chemical, Biological, Radiological, and Nuclear (CBRN) programs. - Government Buyer: - U.S. Coast Guard, Department of Homeland Security - Office of Specialized Capabilities (CG-721) - OEMs and Vendors: - No specific OEMs or vendors are named; the requirement is for professional services only - Products/Services Requested: - On-site contractor technical and program management support for CWMD/CBRN programs - Administrative, analytical, and technical assistance - Policy and doctrine development - Event coordination and technical analysis - Maintenance of CBRN equipment inventories and SharePoint site - Updates to tactics, techniques, and procedures (TTPs) for CBRN response and equipment - Support for annual and biannual reports, strategic planning, and interagency coordination - Training support, including curriculum review and exercise development - Development of communication packages and risk registers - Support for Coast Guard Academy CBRN education and international training briefings - Unique or Notable Requirements: - All services are to be performed on-site at USCG Headquarters - Contractor will maintain and update CBRN equipment lists and readiness assessments - Deliverables include recurring annual and biannual reports, updated TTPs, and support for CBRN exercises - Coordination with other federal agencies and participation in interagency working groups is required - No products, part numbers, or OEM-specific equipment are being procured; the focus is on specialized program management and technical expertise
