Description

Performance Work Statement   WINDOW WASHING

A.  GENERAL: Furnish all labor, supervision, materials, and equipment necessary to accomplish complete window washing services as described herein that identify the buildings and the windows and doors that require cleaning. The contractor will be required to replace any window units or fixtures damaged during accomplishment of contracted services.

B.  HOURS OF OPERATION: Normal business hours are 8:00 a.m. to 4:30 p.m., Monday through Friday, excluding Federal Holidays.

C.  Holidays: The eleven holidays observed by the Federal Government are: New Year’s Day, Martin Luther King’s Day, President’s Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving, Christmas, and any other day specifically declared by the President of the United States to be a national holiday.

D.  SPECIFICATIONS: Cleaning windows outside using pure water systems and/or approved environmentally friendly/Green chemicals (ie: vinegar or mild detergent) that will remove debris and residue on the glass and will dry spot free. Debris can be defined as the following: dirt, dust, bugs/insects, cobwebs/spider webs, wasp nests (including mud dauber nests), bird feces, film, residue, sap, mildew etc. Cleaning the frames, sashes, panes, sills, screens, jambs, rails, aprons, stiles etc., of all windows. At least 2 trips annually. (this will be a base plus 3 options) Standing on the ground or secure platform ie: scissor lift, or roof when available via ladder, or using poles with mop/scrub squeegee. Using appropriate safety measures and tie-offs (supplied by contractor) as specified in the safety plan submitted to JHQVAMC safety committee. Cleaning of the windows in the Atrium, old library, gymnasium and chapel by hand with no high-pressure methods. Contractor will submit a safety plan detailing the safety measures that will be used to protect workers while working on the roof of the JHQVAMC. Screens of the tunnel leading from building 8 will be removed, the glass and screen cleaned, and the screen replaced. Any additional areas where screens are present will be treated similarly, with screens removed, parts cleaned, and replaced. Additional tools may be required. Windows of historical value will be cleaned with a mild detergent or approved green cleaner suited to the glass and woodwork. These will be cleaned by hand with a sponge, squeegee, cloth; no high-power pressure washing system shall be used. Special attention to exterior atrium areas to remove sap, mildew, dirt/debris, bird feces, and residue. All damages caused by contractor personnel will be repaired to the previous condition at the contractor’s expense. Contractor must follow OSHA guidelines, policies, procedures, and directives, as well as fire and safety regulations of the medical center. Work must be coordinated to prevent conflicts with patient treatment and facility functioning. No medical apparatus will be moved without approval. Contractor personnel must report daily to EMS, check in, and report back on work accomplished. The project manager must submit a daily service plan to EMS. Contractors will secure and display visitor badges visibly at all times. Work schedule adjustments will be made for areas used by veterans, families, and VA employees, scheduling work during evening hours after COB. Spot cleaning deficiencies are expected at a rate of approximately 1 in every 200 windows; re-cleaning at no cost to the government is required. All work must comply with federal, state, and local ordinances, procedures, and quality control manuals. Work may be delayed or rescheduled due to weather. In emergencies, work will proceed as instructed by VA employees. Work will be inspected regularly, with a final inspection and closeout meeting on the last day. The term "window" includes all parts such as head, jamb, sill, glass, pane, frame, etc.

E.  SCHEDULING: The contractor shall provide a written work schedule no later than the start date. All windows, frames, panes, sills, screens, jambs, rails, aprons, stiles, etc., and glass doors will be cleaned twice yearly. Sidewalks and porches will be power washed once every 3 years. Building repairs or remodels may affect pricing.

F.  QUALITY ASSURANCE: The contractor shall maintain an effective Quality Control Program to ensure services meet the PWS. This includes: Identifying personnel responsible for services. Using a checklist for inspections and verification, including manufacturer’s requirements and accrediting standards. Scheduling service dates. Implementing a system for identifying and correcting deficiencies before unacceptable performance occurs. Maintaining documentation of all services and corrective actions, available to the government. Achieving 100% window cleaning and residue-free surfaces, with re-cleaning at no cost if deficiencies are noted.

G.  CONTRACTOR PERSONNEL BADGES AND PARKING: Personnel shall comply with all rules and procedures of the VA premises. Personnel are responsible for parking in designated areas. Reimbursement for parking violations is not provided.

H.  INTERFERENCE TO NORMAL FUNCTION: Work may be interrupted to avoid interference with facility operations, including utilities, fire protection, and passage of personnel and equipment. In emergencies, services may be stopped and rescheduled at no additional cost.
