The U.S. Forest Service is seeking small business contractors to provide comprehensive road and drainage maintenance services for multiple roads within Los Padres National Forest, primarily in response to flood damage. - Government Buyer: - U.S. Forest Service, Los Padres National Forest (Santa Lucia Ranger District, Santa Barbara Ranger District, Mt Pinos Ranger District) - Contracting offices in Goleta, Santa Maria, and Albuquerque - OEMs and Vendors: - No specific Original Equipment Manufacturers (OEMs) or commercial vendors are named; all materials and equipment must meet government specifications - Products/Services Requested: - Road and drainage maintenance for East and West Cuesta, Labrea, and Rattlesnake Roads - Key tasks include: - Mobilization of personnel and equipment - Road blading and grading (native, surfaced, and pit run roads) - Spot surfacing with Type 2 road base and Class 1 RipRap (quantities: 10 and 65 cubic yards, respectively) - Restoration of drainage functions (miles and each) - Cutting and removal of roadside vegetation (miles) - Placement of bunker blocks (government-furnished) - Restoration of low water crossings (4 crossings) - Tree removal as needed - Traffic control and public safety services (barriers, signage, flag-persons) - Environmental compliance and monitoring (invasive species prevention, cultural and wildlife protection, erosion and spill control) - Unique or Notable Requirements: - Strict compliance with environmental, safety, and cultural resource protection standards - All work must be completed within specified 90-day windows for each project - Contractors must be registered in SAM prior to award - Total small business set-aside - Government will furnish certain materials (e.g., bunker blocks) - Quantities and Line Items: - Mobilization: 1 unit (per road/project), up to 24 miles total - Road blading: 1 mile (East-West Cuesta), 4 miles (Labrea Rattlesnake) - Spot surfacing: 10 cubic yards (Type 2 road base), 65 cubic yards (Class 1 RipRap) - Drainage restoration: 1 mile (East-West Cuesta), 4 each (Labrea Rattlesnake) - Vegetation cutting: 4 miles - Bunker block placement: 3 each - Restoration of 4 low water crossings - Locations: - All work performed within Los Padres National Forest, including Santa Lucia, Santa Barbara, and Mt Pinos Ranger Districts - Delivery and oversight at federal facilities in Frazier Park and Santa Barbara, CA
