The United States Air Force Academy (USAFA) is seeking a contractor to provide comprehensive meteorological and weather support services for its airfields and flying training operations. - Government Buyer: - U.S. Air Force, Department of the Air Force - U.S. Air Force Academy (USAFA) - 10th Contracting Squadron and 306th Flying Training Group (306 FTG) - Services Requested: - Full-scope meteorological services, including: - Weather forecasting, observing, and briefing - Training and system operations - Automated and augmented weather observations - Terminal Aerodrome Forecasts (TAFs), Mission Execution Forecasts (MEFs), 7-day outlooks - Surface weather observations, Pilot Reports (PIREPs), weather warnings, watches, advisories - Flight weather briefings for multiple flying training squadrons (94 FTS, 98 FTS, 557 FTS) - Support for emergency and severe weather procedures - Maintenance and operation of weather systems (e.g., AN/FMQ-19, AN/FMQ-22) - Mission-specific weather thresholds for aircraft and parachuting operations - Reciprocal support coordination with USAFA and Air Force units - Contractor must provide all personnel, equipment, materials, and supervision - Notable Requirements: - 24/7 operations supporting multiple airfields: USAFA Airfield (Davis Airfield/KAFF), Bullseye Auxiliary Airfield (KABH/CO90), Aardvark Airstrip, Jacks Valley Training Complex - Compliance with collective bargaining agreements - Past performance references required - Fixed-price contract with monthly pricing per CLIN - 100% small business set-aside - No specific OEMs or hardware purchases are identified, but contractor must maintain and operate government-furnished weather systems (e.g., AN/FMQ-19, AN/FMQ-22) - Period of Performance: - 30-day transition period, 12-month base year, four 12-month option years, and a 6-month optional extension - Place of Performance: - United States Air Force Academy and associated airfields and training complexes in Colorado Springs, CO and Ellicott, CO

Description

The 10th Contracting Squadron at the United States Air Force Academy (USAFA) intends to award one firm fixed price contract to a contractor who represents the best value to the Government for Meteorological Services in accordance with (IAW) the USAFA Meteorological Services Performance Work Statement (PWS) 8 Apr 2026 as attachment 1.  See the attached Combined Synopsis Solicitation - Meteorological Services for specific instructions.  This is a combined synopsis/solicitation for a commercial service prepared IAW the format in the Revolutionary FAR Overhaul (RFO) part 12, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

All responsible small business concerns may submit a quote, which if received timely, may be considered.  The Government reserves the right to cancel this RFQ, either before or after the closing date.  The Government bears no legal liability for the costs associated with preparing a quote.
