The IRS Large Business & International (LB&I) Division is seeking small business contractors to provide enterprise-level tax software and comprehensive support services for federal tax operations. - Government Buyer: - Internal Revenue Service (IRS), Large Business & International (LB&I) Division - Products Requested: - Up to 3,500 licenses each for: - Corporate Tax Analyzer (CTA) software - Income Tax Planner (ITP) software - Other Commercial Off-The-Shelf (COTS) tax software products for complex tax analysis, planning, and compliance - Services Requested: - Multi-tier technical support and help desk for all licensed users - Software maintenance, including updates, patches, upgrades, and tax law changes - Middleware and integration support with IRS case management and data systems - Cybersecurity compliance support to meet IRS security requirements - Training services, including annual in-person and quarterly virtual sessions, with Section 508-compliant materials - Operational continuity and transition support to ensure uninterrupted service - Notable Requirements: - Software must support complex corporate and income tax computations, planning, and forecasting - Integration with IRS systems and support for XML data import/export - Deliverables include detailed reports, documentation, and training materials - All services must comply with IRS security and accessibility standards - No specific OEMs or vendors are named in the notice; the IRS is conducting market research among qualified small businesses - Place of performance includes IRS Headquarters in Washington, DC, and other approved government or contractor facilities

This SSN is issued in accordance with FAR Part 10 (Market Research). This notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government.

This SSN does not constitute a Request for Proposal (RFP) or Request for Quote (RFQ), and the Government does not intend to award a contract based on this notice. Responses to this SSN will not be considered as offers.

The Government will not reimburse respondents for any costs associated with the submission of this information.

The Internal Revenue Service (IRS), Large Business & International (LB&I) Division, is conducting market research to identify qualified small business contractors capable of providing Commercial Off-The-Shelf (COTS) tax software products and associated technical support services.

The IRS is seeking information from qualified small business firms under NAICS Code 513210 – Software Publishers that possess experience supporting enterprise-level tax software solutions and related integration services.

The anticipated requirement includes:

COTS tax software licensing Software maintenance and updates Middleware integration support Technical support and help desk services Cybersecurity compliance support Training services Operational continuity support

The Government anticipates a requirement for up to 3,500 software licenses and associated support services.

The anticipated period of performance consists of a one-year base period and four one-year option periods extending through March 31, 2032.
