Description
This notice is published in accordance with FAR 6.305 for the post-award publication of a Justification and Approval (J&A) for a contract awarded under the authority of FAR 6.103-2 (Unusual and Compelling Urgency). The Government has awarded a hybrid Firm-Fixed-Price (FFP) and Time-and-Materials (T&M) contract to Northern Management for comprehensive Operations & Maintenance (O&M) and Custodial Services with a contract value of $10,359,339.86 for a 12 months base period. This requirement provides for skilled professionals to maintain critical building systems and provide facility support across multiple operational areas, including HVAC, electrical, lighting, plumbing, building automation, and fire protection/life safety systems. The scope of work also encompasses vertical transportation, custodial services, landscaping, and remote monitoring to ensure safe and functional facilities in support of the Department's mission.
This contract was awarded on a sole-source basis, under the authority of FAR 6.103-2 (Unusual and Compelling Urgency). The immediate award was necessary to prevent a lapse in critical facility services upon the expiration of the predecessor contract on April 15, 2026. Any interruption in service would have created unacceptable risks to Government personnel safety and the integrity of mission-critical infrastructure. In accordance with federal regulations and the Government's commitment to competition, a full and open competitive procurement for follow-on services will be conducted, with the goal of awarding a new contract within 12 months.
