SERVICE/SUBJECT
The purpose of this RFI is to seek information from the industry on its ability to provide for the acquisition, delivery, and installation of two (2) Endoscope Sterilizers and Reprocessors units under NAICS Code 339112 – Surgical and Medical Instrument Manufacturing. With this RFI, the Government seeks input as to whether any companies are capable of providing endoscope sterilizers along with the delivery, installation, annual/routine maintenance, and training as outlined in the PWS attached.
NOTE: THIS IS NOT A REQUEST FOR PROPOSALS (RFP) OR A REQUEST FOR QUOTATION (RFQ). It is strictly a REQUEST FOR INFORMATION (RFI). Neither unsolicited proposals nor any other kinds of offers will be considered in response to this RFI. No contract will be awarded pursuant to this announcement.

1.0 Purpose
The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division – Southeast (HCD-Southeast), Fort Detrick, Maryland, on behalf of the Naval Hospital Jacksonville (NHJAX), Florida, is conducting market research to determine the capabilities of vendors who can provide delivery, installation, and maintenance on two Endoscope Sterilizers and Reprocessor units.
2.0 Background
The mission at NHJAX is to provide health protection through readiness, operational support, health promotion, and quality family-centered care to all those entrusted to us. NHJAX is recognized as a center of excellence for ambulatory care, critical care, and women’s health. The hospital is seeking information from qualified vendors regarding their capabilities to provide delivery, installation, and maintenance on two (2) Endoscopic Sterilizers and Reprocessor Units. The existing units reached the end-of-life expectancy in 2019. Two (2) new units are required to maintain operations.
3.0 Scope/Objectives
The contractor shall supply, deliver, and install 2 new endoscope sterilizers/reprocessor units, and provide maintenance and annual training to facility staff at NHJAX. The equipment must meet OEM specifications and comply with current US, State, and Local laws and regulations. Responsibilities include de-installation of existing units, inspection of the installation site, final testing, calibration, and ensuring a clean work environment. The installation shall be completed within 3 weeks of contract award, with all costs borne by the contractor. The contractor shall also provide labor, materials, travel, supervision, and freight for maintenance and training, and shall be an authorized dealer or reseller to maintain OEM warranties.
The contractor shall provide annual and routine maintenance during normal business hours (8 hours a day, 5 days a week), excluding US Federal holidays (link).
Essential Characteristics:
The sterilizers/reprocessors shall be compatible with high-level disinfectant CIDEX OPA Concentrate and enzymatic detergent CIDEZYME™ XTRA. Water pressure: 40-70 PSI Water temperature: 41°F to 86°F Weight: less than 565 lbs when filled Top-loaded for proper sterilization of scopes Reprocess two endoscopes simultaneously Includes foot pedals, connectors, adaptors, positioners, built-in alcohol flush, self-disinfect cycle, lock system, and independent water filtration Cycle time: 40 minutes or less (meeting AORN standards) Operate in ambient temperature: 64.4°F to 86°F (18°C to 30°C), humidity: 10-80% (non-condensing) Space below housing: at least 0.5 inches for filter access

4.0 Submission Instructions
Respondents must include the following in their response:
A cover letter on company letterhead with company name, point of contact (POC), telephone, email, website, UEI, and CAGE Code. Indicate if the vendor is a small business or other socioeconomic category and if they can meet NAICS requirements. Provide past performance references (2-3) on similar projects. Specify the proposed brand and model of sterilizers/reprocessors, ability to deliver and install within 3 weeks, OEM-certified service providers, support coverage, and site preparation requirements. Confirm that technicians are OEM-certified. Provide a capabilities statement addressing understanding and ability to perform the entire scope, FAR responsibility, and SAM registration.
