FBI Sole Source Procurement of Tenney Environmental Test Chamber and TPS Model WIT 112 Chamber from TPS LLC

The FBI Ballistic Research Facility is seeking to procure specialized environmental test chambers for ballistic research and testing purposes. - The procurement is for two main products: - One 40 cu.ft. Tenney Environmental Test Chamber - One TPS Model WIT 112 Chamber - Both chambers are manufactured and supplied exclusively by TPS LLC, which is the only authorized source for these products. - The contract will be a one-time, fixed price, sole source award to TPS LLC, justified under FAR 6.302-1 (only one responsible source). - The Ballistic Research Facility has a longstanding history of using TPS equipment, making TPS LLC uniquely qualified to ensure continuity and compatibility in testing operations. - No other vendors are authorized to resell or provide these specific chambers. - Interested parties were invited to respond by May 29th, but the intent is to proceed with TPS LLC unless a valid alternative is presented. - The place of performance is Redstone Arsenal, Alabama, with the Ballistic Research Facility as the end user. - The contracting office is located at FBI Headquarters, 935 Pennsylvania Ave NW, Washington, DC.

Description

The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, fixed price contract with TPS LLC, 2821 Old Route 15, New Columbia, Pennsylvania, 17856.

The purpose of this acquisition is to provide a 40 cu.ft. Tenney Environmental Test Chamber and TPS Model WIT 112 Chamber for the FBI. The FBI has prepared a Sole Source justification on a basis of other than full and open competition for the acquisition of the test chamber needed. A copy of this sole source justification is available upon request.

TPS LLC is the sole manufacturer of these devices and does not authorize any other vendor to resell. TPS is uniquely qualified to provide the Tenney Environmental Test Chamber to the Ballistic Research Facility based upon the fact that the Ballistic Research Facility has utilized the exact same equipment in various sizes from TPS for decades. The operating system and precise controls are well known to the Ballistic Research Facility staff and therefore give continuity to testing.
