USDA Forest Service Solicitation for Bumblebee and Marble Mountain Forest Stewardship and Roadwork Services

The USDA Forest Service, Stanislaus National Forest, Summit Ranger District, is soliciting comprehensive stewardship and forest health services for the Bumblebee Revised Stewardship IRSC project, covering the Bumblebee and Marble Mountain areas. - Government Buyer: - USDA Forest Service, Stanislaus National Forest, Summit Ranger District, Stewardship Contracting Branch - OEMs and Vendors: - No specific Original Equipment Manufacturers (OEMs) or commercial vendors are named; all requirements are for commercial forestry and roadwork services. - Products and Services Requested: - Forest health improvement services: thinning, hazardous fuel removal, mastication, and timber/product removal across approximately 7,400 acres - Thinning Unit Products Removal: 1,458 acres - Mastication: 836 acres (Bumblebee), 730 acres (Marble Mountain, optional) - Hazardous Standing Fuels Removal: 57 acres - Timber removal: 75,583 tons (Bumblebee area), additional quantities in Marble Mountain area (TBD) - Road reconstruction and maintenance: multiple National Forest roads, including grading, drainage, asphalt patching, culvert work, and dust abatement - Roadbed reconditioning, clearing, grubbing, and installation of waterbars, swales, and barricades - Scaling services for timber accountability - Slash treatment and erosion control - Temporary traffic control compliant with California MUTCD 2012 - Unique or Notable Requirements: - GPS-based unit boundaries and quality inspections with Acceptable Quality Levels (AQL) - Emphasis on environmental compliance, including protection of sensitive species and historic sites - Domestic processing of timber and strict accountability for harvested products - Compliance with federal labor, safety, and environmental regulations (e.g., MSPA, H-2B worker certifications) - Use of certified weed-free and aggregate materials - Seasonal and daily operating restrictions, with specific timing for certain activities (e.g., roadwork, hazard tree felling) - Maintenance and erosion control responsibilities extend up to one year after construction - Place of Performance: - Stanislaus National Forest, Summit Ranger District, including Bumblebee and Marble Mountain areas, with work on National Forest System roads and facilities in Tuolumne County, California - Contracting office located in Washington, DC, and local government facilities in Pinecrest, CA

Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with FAR 12. This announcement constitutes the only solicitation; quotes are being requested, and a separate written solicitation will not be issued.

Solicitation number 12363N26Q4011 is issued as a request for quotation (RFQ).  The objectives of this project are to increase forest health and vigor, diminish tree competition and mortality, and reduce hazardous fuels to reduce the threat of catastrophic wildfire.

This acquisition is set aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

The associated North American Industrial Classification System (NAICS) code for this procurement is 113310 –logging, with a small business size standard of 500 employees. The product service code is F014. The government will award a Firm-Fixed Price (FFP) contract resulting from this combined synopsis/solicitation to the responsible quoter whose quote, conforming to the synopsis/solicitation, will be most advantageous to the government (as determined by the solicitation evaluation criteria). All responsible sources may submit a quotation which will be considered by the agency, and shall be valid for 60 days after the date of receipt for the solicitation.
