ITA Amends Import Adjustment Offset Procedures for U.S. Auto and MHDV Manufacturers

The International Trade Administration (ITA) of the U.S. Department of Commerce is amending procedures for domestic automobile and Medium- and Heavy-Duty Vehicle (MHDV) manufacturers to apply for import adjustment offset amounts, as established by Presidential Proclamations 10908 and 10984. - Government Buyer: - U.S. Department of Commerce, International Trade Administration (ITA) - Eligible Applicants: - Domestic manufacturers of automobiles and MHDVs assembled in the United States - Future eligibility for domestic manufacturers of automobile and MHDV engines - Products/Services Covered: - Import adjustment offsets for imported automobile parts and MHDV parts - Offsets equal to 3.75% of vehicle value for eligible vehicles assembled between 2025 and 2030 - Antidumping duty administrative review finalized for non-refillable steel cylinders from China (2023-2024) - Unique/Notable Requirements: - Excludes certain heavy-duty vehicle assembly operations classified as 'limited production operations' from offset calculations - Future amendments will exclude similar operations for automobiles and medium-duty vehicles - Offsets may be carried forward indefinitely until fully exhausted - Applications from domestic manufacturers of MHDVs can be submitted electronically; automobile manufacturers may continue to submit as previously directed - No specific OEMs or vendors are named in the notice, but the program is relevant to all U.S. manufacturers of automobiles, MHDVs, and related parts

Description

This notice amends procedures for automobile manufacturers to apply for and use import adjustment offset amounts established by Presidential Proclamations to incentivize domestic automobile production and reduce reliance on imports. It extends these procedures to domestic manufacturers of Medium- and Heavy-Duty Vehicles (MHDV) to claim offsets for imports of MHDV parts and automobile parts. The procedures exclude certain heavy-duty vehicle assembly operations from offset calculations and will be further amended to exclude limited production operations for automobiles and medium-duty vehicles. Applications from domestic manufacturers of MHDVs can be submitted starting May 15, 2026, while automobile manufacturers may continue to submit applications.
