The U.S. Embassy Bangkok is seeking a contractor to replace HVAC systems at The Millennium Residence, Towers A and B, in Bangkok, Thailand. - Government Buyer: - U.S. Embassy Bangkok, Facility Management Office (GSO/Procurement) - Products and Services Requested: - Replacement of existing package air conditioner units with Variable Refrigerant Volume (VRV) HVAC systems in three apartment units (110-12, 110-34, 112-41) - Complete design, installation, commissioning, and training for new VRV systems - Provision of factory-recommended spare parts and O&M manuals - System commissioning by factory-certified technician and training for Embassy staff - One-year on-site warranty for parts and labor - Product/Service Line Items: - HVAC system replacement for each of three specified apartment units, including all labor, materials, demolition, installation, restoration, and insurance - Installation and commissioning services for VRV systems - Unique/Notable Requirements: - Mandatory site visit at the project location - Local service and parts availability for VRV systems is required - Work must be completed within 30 calendar days per unit, starting within 7 days of Notice to Proceed - One-year on-site warranty for all parts and labor - OEMs and Vendors: - No specific OEMs or vendors are named, but VRV system manufacturers are implied as key suppliers - Place of Performance: - The Millennium Residence, Towers A and B, Bangkok, Thailand - Contracting office: U.S. Embassy Bangkok

Enclosed is a Request for Quotes (RFQ) for HVAC replacement at The Millenium Residence, Tower A and B. If you would like to submit a quotation, follow the instructions in Section J of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form that follows this letter.

The U.S. government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

The site visit is required and has been scheduled for May 21, 2026 at 10:00 AM at The Millennium Residence, Tower A and B no. 118 Soi Sukhumvit 20, Sukhumvit Rd. Khlong Toei, Wattana, Bangkok 10110. Please submit information for personnel joining the site visit by May 19, 2026 before noon, Bangkok local time to Pinlaorp@state.gov

Request for questions and drawings regarding this work may be submitted no later than 4:00 PM. Bangkok local time on 26, 2026 by email in English to: Pinlaorp@state.gov

Quotations are due by 4:00 PM, June 11, 2026, Bangkok local time. No quotations will be accepted after this time. Quotations must be in English and incomplete quotations will not be accepted. Your quotation must be submitted electronically to Pinlaorp@state.gov.  Please enter in the subject line: “Quotation Enclosed-RFQ#19TH2026Q0029 HVAC replacement at Millennium Residence Tower A and B” It is important to make sure the submission is made in a specific size and format; in MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 30MB. If the file size exceeds 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB each.

Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at the time of proposal submission may deem the offeror’s proposal to be considered non-responsive and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.
