Request for Information/Sources Sought Notice: Laundry and Linen Services for 59th Medical Wing, Joint Base San Antonio, TX
1. Introduction
This is a Request for Information (RFI)/Sources Sought Notice (SSN). The Defense Health Agency (DHA) is conducting market research to determine if qualified businesses exist that can provide laundry services for the 59th Medical Wing (59 MDW) at Joint Base San Antonio (JBSA), TX. The locations will be at Wilford Hall Ambulatory Surgical Center (WHASC) and Randolph AFB. This publication seeks to learn more about potentially capable vendors. This is not a solicitation, nor is it a request for proposals. This notice is for informational and planning purposes only and does not constitute a commitment, implied or otherwise, that a solicitation will be issued. The Government is not obligated to award a contract as a result of this notice.
2. Program Details
The 59 MDW requires laundry services to include pickup, linen receipt/weight verification, laundering, packaging, and delivery of government-owned medical linens. The estimated annual workload is approximately 420,520 pounds of linen, consisting of bags, gloves, gowns, pillowcases, bed sheets, shirts, towels, wrappers, microfiber cloths, lab coats, chemical gear, and trousers.
4. Scope of Work
The contractor shall provide all labor, equipment, and supplies necessary to perform the laundry services outlined in the attached PWS dated 26 February 2026. Basic information is outlined below:
Pickup of soiled linens from the following locations:
Bldg. 4430, Clinic Research, 1255 Wilford Hall Loop, Lackland AFB, Texas 78236
Bldg. 3352, Graduate Dental School, 2133 Pepperrell Street, Lackland AFB, Texas 78236

Verification of linen weight at pickup.
Laundering of linens in accordance with applicable standards, including OSHA Bloodborne Pathogen Standard: 1910.1030. Washing at minimum of 71C (160 F) for 25 minutes with detergent.

The contractor shall pick up soiled laundry and items for laundering or dry cleaning and deliver clean laundry and dry-cleaned items. The turnaround time for all items shall be no longer than the next scheduled delivery, (e.g. Items picked up shall be returned the next scheduled delivery.)
5. Delivery Schedule
The Contractor shall pick up and deliver customer identified items every Tuesday and Thursday at the Medical Wing Facility. When a holiday occurs on a scheduled pick up or delivery day, the scheduled pickup and delivery will be performed on the last workday prior to the holiday (Monday through Friday). The Contractor is required to pick up and deliver said items to the location listed in paragraph 4 above, Monday through Friday, between 0800 and 1500.
6. Information Requested
We are seeking businesses interested in providing the services for laundry cleaning at JBSA starting 30 September 2026. If interested, we request that you provide the following information:

We would also appreciate your company’s feedback on the requirements outlined in the attached Performance Work Statement (PWS), dated 26 February 2026, including any impediments to your firm proposing or any concerns you have regarding the ability to provide a fair and reasonable price.
Do you have the capability to perform linen pickup and drop-off twice per week? Once per week? If not, what is the maximum frequency you can support?
What is the distance from your facility to WHASC and Randolph AFB?
If your company is planning a teaming arrangement/subcontracting, what would the structure be?
Can your company utilize a strategic Government vehicle, i.e., Federal Supply Schedule, GWAC, etc. to obtain these services? If so, please provide the schedule, contract, or order for which we can validate.
Is the distance to the facility for pickup and delivery prohibitive of your company proposing on this requirement at a fair and reasonable price? If so, are there any changes that the government should consider to increase your ability to provide a proposal and maintain a reasonable price?
What other factors, if any, would prevent your company from submitting a proposal for this requirement? (Examples: inability to meet security requirements, facility limitations, etc.)
Beyond those outlined above, are there any specific challenges or concerns you foresee in fulfilling this requirement, given the scope of work and delivery schedule?
Provide any suggestions or recommendations that would improve the clarity or feasibility of this requirement.
