The Department of Veterans Affairs Office of Construction & Facilities Management is seeking qualified Architect-Engineer (A-E) firms for multiple award IDIQ contracts to support VA National Cemetery Projects nationwide. - Government Buyer: - Department of Veterans Affairs, Office of Construction & Facilities Management (CFM), VA National Cemetery Projects - Scope of Services: - Multi-discipline A-E services including: - Design programs and master planning - Schematic design, design development, and construction documents - Cost estimating, commissioning, and construction management - Special studies (e.g., systems evaluation, environmental studies) - Peer reviews, risk analysis, and consulting services (e.g., seismic, air quality, code compliance) - Project Labor Agreement (PLA) impact studies - Construction period services, site visits, and inspections - Preparation of RFPs for design-build projects - Additional services such as AutoCAD drawings, hazardous material surveys, energy analysis, and LEED certification - Notable Requirements: - Up to ten (10) IDIQ contracts will be awarded - 10-year ordering period (5-year base + 5-year option), $100 million ceiling per contract - 100% set-aside for Service-Disabled Veteran-Owned Small Business Concerns (SDVOSBC) - Submission of SF330 qualification packages and past performance information required - Task orders will be firm-fixed price, with a minimum order of $2,500 and a maximum single order of $15 million - No specific OEMs, products, or part numbers are mentioned; the procurement is for professional A-E services only - Place of Performance: - VA National Cemetery Projects throughout the United States and its territories - Contracting office located in Washington, DC

THIS IS NOT A REQUEST FOR PROPOSAL. THERE IS NO SEPARATE REQUEST FOR PROPOSALS (RFP) PACKAGE TO DOWNLOAD. THIS IS A REQUEST FOR STANDARD FORM (SF) 330 ARCHITECT-ENGINEER QUALIFICATION PACKAGES ONLY. ALL INFORMATION NEEDED TO SUBMIT SF 330 DOCUMENTS IS CONTAINED HEREIN. NO SOLICITATION PACKAGE, TECHNICAL INFORMATION, OR BIDDER/PLAN HOLDER LIST WILL BE ISSUED. THE GOVERNMENT WILL NOT PAY NOR REIMBURSE ANY COSTS ASSOCIATED WITH RESPONDING TO THIS REQUEST. THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT.

This is phase 1 of the AE process. There are no clauses or provisions in the first phase that requests the AE qualifications via SF 330s and past performance. The evaluation identifies the most highly qualified AE firms. Those highly qualified firms are the only firms that will receive the 2nd phase solicitation that includes the provisions and clauses, and the section for labor rates.
