This opportunity seeks qualified contractors for the construction of Phase III of a groundwater treatment plant at the Naval Weapons Industrial Reserve Plant (NWIRP) in Bethpage, New York, managed by the Department of the Navy, NAVFAC Mid-Atlantic. - Government Buyer: - Department of Defense, Department of the Navy, Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic (NAVFACSYSCOM MID-ATLANTIC), Norfolk, VA - Project Scope: - Design-Bid-Build (DBB) construction of a groundwater treatment plant to remediate chlorinated volatile organic compounds (VOCs), 1,4-dioxane, and metals contamination - Includes installation of process equipment, buildings, electrical systems, process control, site work, plumbing, fire protection, and commissioning - Key treatment technologies: sand/multimedia filters, Advanced Oxidation Process (AOP) with ozone and hydrogen peroxide, and Granular Activated Carbon (GAC) systems - Products and Equipment (examples): - Fiberglass Reinforced Plastic (FRP) vertical storage tanks - Multimedia vertical pressure filters - Ozone-Hydrogen Peroxide AOP system (with ozone/oxygen generation, compressors, air dryers, PSA oxygen generator, ozone generator, catalytic destructor, chiller) - Liquid Phase Granular Activated Carbon (LGAC) vessels - Pumps (extraction, feed, backwash, sump, fire protection) - Chemical feed systems (Sodium Hydroxide, Sodium Hypochlorite, Hydrogen Peroxide) - PLC/SCADA process control and remote monitoring systems - Fire protection (sprinkler, alarms, fire pump) - Services: - Mobilization/demobilization, site preparation, building and system construction, electrical and plumbing installation, process control programming, performance testing, and site restoration - Unique/Notable Requirements: - Compliance with CMMC Level 2 (Self) cybersecurity standards - Extensive quality control, safety, environmental, and commissioning requirements - Wage determination compliance and submission of past performance and subcontracting plans - Some technical attachments contain Controlled Unclassified Information (CUI) and require request for access - No specific OEMs or proprietary vendors are named; equipment must meet technical specifications outlined in the solicitation and attachments
