RFI: Comprehensive Health Care Benefits Services for Peace Corps Volunteers

The Peace Corps is seeking industry input on comprehensive health care benefits services for its global volunteer population. - Government Buyer: - Peace Corps, Office of Acquisition and Contract Management (OACM), Washington, DC - Office of Volunteer Health - Scope of Services Requested: - Short-term health insurance for Returned Peace Corps Volunteers (RPCVs) with up to $1,000,000 lifetime coverage - Includes inpatient, outpatient, surgery, prescriptions, mental health, emergency evacuation, and dental emergencies - Coverage for in-network, out-of-network, and international care - Pre-certification required for certain treatments and transplants - Exclusions: war, terrorism, maternity (for non-returning volunteers), and pre-existing conditions (for non-returning volunteers) - Administration of four health care plans: - Invitee Cost Reimbursement Administrative Services (medical, dental, behavioral health, vision, immunizations) - Health Care Administrative Services for Trainees/Volunteers (provider network, medical evacuation, pharmacy, guarantee of payment) - Health Care Administrative Services for Returned Volunteers (medical evaluation, limited mental health counseling) - Short-Term Group Health Insurance Policy (up to three months post-service for RPCVs and dependents) - Medical claims administration, fraud prevention, and compliance with HIPAA and Section 508 - Customer support via call center, web portal, and email with accessibility requirements - Automated eligibility and authorization system with secure data integration - Medical consulting and medevac planning - Detailed monthly and quarterly reporting on claims, customer service, and air ambulance usage - Quantities and Coverage: - Services to support approximately 3,030 Volunteers worldwide, with potential growth to 8,000 - Unique/Notable Requirements: - International coverage, including air ambulance/medical evacuation to Washington, DC, Bangkok, Rabat, and Pretoria - Strict data security, fraud prevention, and accessibility compliance - Exclusions for certain conditions and events - OEMs and Vendors: - No specific OEMs or vendors are named; open to industry responses - Delivery/Performance Locations: - Primary: Peace Corps OACM, 1275 First Street NE, Washington, DC 20526 - Coverage: United States and international locations for medical evacuation
