The Naval Surface Warfare Center, Carderock Division (NSWC Carderock), under the Department of the Navy, is seeking industry participation for the Columbia Class Submarine Tailcone Follow-on procurement. - Government Buyer: - Department of the Navy, Naval Surface Warfare Center, Carderock Division (NSWC Carderock), Advanced Propulsor Management Office (Code 808) - Products Requested: - Up to 8 COLUMBIA Class Submarine Propulsor Tailcone Kits - Identified by NAVY drawing 324561000 Rev A - Initial delivery of 1 kit, with options for 7 additional kits - Includes manufacture, painting, and delivery - Services Requested: - Engineering support services (up to 1,200 hours per year, for up to 5 years) - Non-recurring engineering (NRE) and manufacturing strategy development - Other direct costs (ODCs), including travel - Unique/Notable Requirements: - Tailcone Kits must meet strict NAVY drawing and revision specifications - Data deliverables and project management reporting required - Engineering services support design review and changes - Delivery and performance at NSWC Carderock, Bethesda, MD - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation - Place of Performance: - NSWC Carderock, Bethesda, Maryland

Description

THIS IS NOT A REQUEST FOR PROPOSAL (RFP) BUT INSTEAD A PRE-SOLICITATION NOTICE ACCORDING TO FAR RFO 5.101. AWARD OF A CONTRACT WILL NOT BE MADE AS A RESULT OF THIS NOTICE. ADDTIONALLY, CONTRACTORS WILL NOT BE COMPENSATED FOR COSTS RELATED TO RESPONSE PREPARATION AND/OR SUBMITTAL.

The Advanced Propulsor Management Office (Code 808) in the Naval Architecture and Engineering Department (Department 80) of the Naval Surface Warfare Center, Carderock Division (NSWCCD) is responsible for Engineering and Manufacturing of US Navy COLUMBIA (CLB) Class submarine propulsors.  The CLB Class Tailcone is a key component of the propulsor.

Included with this notice is a Draft Statement of Work (SOW) and Draft Sections L&M of the Solicitation. The draft documents are being provided to request comments, recommendations, and questions from potential offerors. As part of the response, the offerors at a minimum shall:

1. Demonstrate the capability to meet the requirements and schedule

2. Inform the Government if barriers exist that would not allow for the offeror to propose

The response is limited to ten pages

Please note the no Government response will be provided to questions/comments submitted in response to this notice and respondents will NOT be notified of the results of the Pre-Solicitation Notice. All questions/comments/recommendations will be reviewed by the Government to assist in identifying revisions to be incorporated in the draft documents.

Planned date of release of RFP is the end of September 2026.

Planned date of award is June 2027.
