The U.S. Air Force at Eglin Air Force Base is seeking a contractor for a five-year Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract to provide comprehensive flooring removal and installation services under the mandatory USAF Carpet II Program. - Government Buyer: - United States Air Force, Air Force Test Center (AFTC), 796th Civil Engineering Squadron, and Air Force Civil Engineering Center (AFCEC) - OEMs (Tier I Carpet II Manufacturers): - Bentley Mills - Interface Americas - Mohawk - Milliken - Tarkett - Mannington - Engineered Floors - Vendors/Contractors: - Tier II local base contractors (installers) will be selected; all materials must be sourced from Tier I OEMs - Products/Services Requested: - Removal, replacement, and installation of various flooring types: carpet (tiles, planks, roll goods, walk-off), tile, laminate, wood, and accessories (cove base, trim, transition strips) - Modular furniture moving (without disassembly) - Supply and installation of adhesives and transition strips compliant with Carpet II standards - All carpet and related materials must be procured from approved Tier I manufacturers with no markup above Not-To-Exceed (NTE) pricing - Services include labor, equipment, waste disposal, warranty handling, and compliance with NFPA/UFC standards - Notable Requirements: - Strict adherence to the Air Force Carpet II Mandatory Use Program; waivers required for non-approved products - No markup allowed on material costs from Tier I OEMs; material costs are direct pass-through - Work performed per detailed Performance Work Statement (PWS) and Statement of Work (SOW) - Quality, safety, and warranty compliance required; certificates must be provided prior to payment - Work generally performed Monday-Friday, 6:30 a.m. to 3:30 p.m., with minimal operational impact - Quantities (per ordering period): - 17,500 SQYD carpet removal/installation - 15,000 LF vinyl cove base removal - 5,000 SQYD modular furniture moving - 43 carpet tiles, 78 LF cove base, 3 transition strips (example for Building 632 Conference Room) - Place of Performance: - Eglin Air Force Base, FL, including Building 632 and associated ranges/geographically separated units

Description

This combined synopsis and solicitation is prepared in accordance with Revolutionary FAR Overhaul (RFO) Part 12, Commercial Products and Commercial Services. This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation will not be issued. The Air Force Test Center (AFTC), Operational Contracting Division, Eglin Air Force Base, Florida, is issuing Request for Proposal (RFP) FA2823-26-R-0016 to establish a single-award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract for Flooring Removal and Installation Services. All work shall be performed in accordance with the Performance Work Statement (PWS) dated 1 May 2026 and will be executed through Firm-Fixed-Price task orders. This requirement is conducted in accordance with the Air Force Furnishings Commodity Council (AFFCC) Carpet II Mandatory Use Program. Under this program, offerors are designated as Tier II installers and are required to procure materials from mandatory Tier I source contractors. Offerors are explicitly prohibited from adding any cost, fee, overhead, or profit to the Not-To-Exceed (NTE) pricing for materials from the Tier I manufacturer. All material costs are to be treated as a direct pass-through.
